Call Meeting to Order
Roll Call:
Chairperson Holm called the meeting to order at 6:00 p.m.
Present: Jim Holm, Doug Gauger, Sean Plastine, JD Schreib, Mike Starck, and Kim Weckerly
Excused: None
Others: Dale Graves and Sam Taber
Citizen Participation
Per Village Resolution 2017-01, anyone wishing to address the Airport Advisory
Committee during Citizen Participation will be allowed 5 minutes. Your subject must
specifically relate to matters under the jurisdiction of the Airport Advisory Committee,
whether on the agenda or not. The Airport Advisory Committee should not engage in a
discussion regarding comments because it was not part of the publicly noticed agenda.
Upon conclusion of this Citizen Participation segment, members of the audience are not
allowed further comment unless they are participating in a public hearing or if specifically
allowed by a majority vote of the Airport Advisory Committee due to involvement in an
agenda item.
Sean Plastine was introduced as the newest member of the Airport Advisory Committee
serving as the Village of East Troy Citizen representative.
Approval of Minutes
A motion to approve the September 9, 2024, meeting minutes was made by Mike Stark
and seconded by JD Schreib. The motion passed unanimously.
Standing and Old Business
1. Airport Manager’s Report
• Fuel sales are down. We are currently $.30 higher per gallon than Burlington.
• Titan Fuel had the fuel farm inspected and iden�fied a few minor repairs that
were needed and have since been completed.
• Pilots may no�ce that we have mowed a 150’ circle around the Awas for
clearance per FAA requirements.
• Doug Neilson accepted the offer to lease half of the FBO hanger for his airplane
repair business. He intends to move in no later than January 1, 2025.
• Kids were again seen riding their four wheelers on airport property. Their
parents were no�fied and informed that the next �me they were on the
property the police department would be no�fied.
2. Ordinance Review
No update. The ordinance review process is expected to be completed by year-end. The
next step is to submit the ordinance to the Bureau of Aeronautics (BOA) for review. This
is on hold because we currently have other matters before the BOA, including the
Master planning/ALP, the potential to begin the design of the next hangar area, and a
potential development adjacent to the airport.
3. Airport Layout Plan, Master Plan, and Planning Advisory Committee
The Planning Advisory Commitee public mee�ng on September 17th was well atended.
The comprehensive material regarding the Master Plan Process is posted on the Village
of East Troy’s website.

Motion to adjourn was made by JD Schreib and seconded by Kim Weckerly. The motion
passed unanimously at 6:30 PM.
