MINUTES VILLAGE OF EAST TROY AIRPORT ADVISORY COMMITTEE November 11, 2024 Page 1 of 2 Call Meeting to Order Roll Call: Chairperson Holm called the meeting to order at 6:00 p.m. Present: Jim Holm, Doug Gauger, Sean Plastine, JD Schreib, Mike Starck, and Kim Weckerly Excused: None Others: Jason Equitz, Doug Nielson, Sam Taber, and Sharon Taber Citizen Participation Per Village Resolution 2017-01, anyone wishing to address the Airport Advisory Committee during Citizen Participation will be allowed 5 minutes. Your subject must specifically relate to matters under the jurisdiction of the Airport Advisory Committee, whether on the agenda or not. The Airport Advisory Committee should not engage in a discussion regarding comments because it was not part of the publicly noticed agenda. Upon conclusion of this Citizen Participation segment, members of the audience are not allowed further comment unless they are participating in a public hearing or if specifically allowed by a majority vote of the Airport Advisory Committee due to involvement in an agenda item. Approval of Minutes  A motion to approve the October 14, 2024, meeting minutes was made by Mike Stark and seconded by JD Schreib. The motion passed unanimously. Standing and Old Business 1. Airport Manager’s Report • October fuel sales: 2,000 gallons of 100 LL Avgas and 1,600 gallons of Jet A • Our fuel prices are the same as Burlington’s for 100 LL Avgas and .10 cents lower per gallon for Jet A. • Doug Neilson has accepted the Village FBO lease effective January 2025. • The FBO shop is being set up for Doug Neilson. We are waiting for the vent system to be installed. • The problem with four-wheelers riding on Airport property seems to have been corrected. • The state will be installing Low Flying Planes signs on HWY 20, and the county gave us permission to install them on HWY L. • The farm fields were leased to Adam Fremouth for 2025. • A plane crashed landed on the field next to Scott Industry. • We started doing a new monthly test, using a refractometer, for anti-jelling concentration in our Jet A fuel. 2. Ordinance Review Kim Weckerly reported that the proposed ordinances have been reviewed by the committee and found to be satisfactory. The proposed ordinance will now go to the Village Board for approval. Jason Equitz will then submit the ordinance to the Bureau of Aeronautics (BOA) for their review. 3. Airport Layout Plan, Master Plan, and Planning Advisory Committee The Planning Advisory Commitee intends to meet next in early 2025. The comprehensive material regarding the Master Plan Process is posted on the Village of East Troy’s website. New Business Jason Equitz led the discussion regarding the Village of East Troy’s draft resolution petitioning the Secretary of Transportation for airport improvement aid. The discussion focused on prioritizing airport projects eligible for federal and state aid with a deadline of September 2025. The consensus of the Airport Advisory Committee was that turf runway maintenance was the top priority followed by marking the airfield pavement. Future projects of importance would be purchasing snow removal equipment and clearing trees near runway approaches. Adjourn:  Motion to adjourn was made by Mike Starck and seconded by JD Schreib.
