Call Meeting to Order
Roll Call:
Chairperson Holm called the meeting to order at 6:00 p.m.
Present: Jim Holm, Doug Gauger, Sean Plastine, JD Schreib (via phone), Mike Starck, and Kim
Weckerly
Excused: None
Others: Jason Equitz, Dale Graves, Doug Nielson, and Sam Taber
Citizen Participation
Per Village Resolution 2017-01, anyone wishing to address the Airport Advisory
Committee during Citizen Participation will be allowed 5 minutes. Your subject must
specifically relate to matters under the jurisdiction of the Airport Advisory Committee,
whether on the agenda or not. The Airport Advisory Committee should not engage in a
discussion regarding comments because it was not part of the publicly noticed agenda.
Upon conclusion of this Citizen Participation segment, members of the audience are not
allowed further comment unless they are participating in a public hearing or if specifically
allowed by a majority vote of the Airport Advisory Committee due to involvement in an
agenda item.
Approval of Minutes
A motion to approve the December 9, 2024, meeting minutes was made by Kim
Weckerly and seconded by Mike Starck. The motion passed unanimously.
Standing and Old Business
1. Airport Manager’s Report
• Fuel sales are typically slow this time of year. Last month, 1,150 gallons of
Avgas 100 LL and 700 gallons of Jet A were sold.
• As of the first of the year, Doug Neilson has started operating his airplane
servicing business out of the FBO shop.
• The new shop vent system has been installed and is working. The building
inspector has given his approval.
• Doug is getting quotes for replacing the rear service door and painting and
tuck pointing the outside of the FBO.
2. Ordinance Review
Jason Equitz reported that the Bureau of Aeronautics (BOA) had approved the airport
ordinances. With the ordinances complete, the committee will turn its attention to the
covenants.
3. Airport Layout Plan, Master Plan, and Planning Advisory Committee
The Planning Advisory Commitee is scheduled to meet on Monday, February 11 at 3:00
p.m. at the Village Hall. An open forum will follow beginning at 5:00 p.m. It was
suggested that a sign-up sheet be made available for those atending.
New Business
1. Review of East Troy Municipal Airport Master Plan Conceptual Drawing
Jason Equitz presented the draft of the master plan conceptual drawing. The Committee
generally supported the drawing. Some concerns were expressed about the feasibility of
some of the hanger placements due to the topography. Committee members were
encouraged to be prepared to share their concerns with the consultants at the February
11th open house. Jason reminded the Committee that the drawings were conceptual,
not design drawings.
2. Discuss Bipartisan Infrastructure Law Funding
Jason updated the Committee on the use of the Bipartisan Infrastructure Law (BIL)
funds. The Committee had suggested that its first priority was to use these funds to
improve the grass runway and clear trees causing runway obstructions. Unfortunately,
BOA informed Jason that this would not be possible due to a tight timeline and a
required environmental study. Instead, the funds will be used to purchase new snow
removal equipment. This was the Committee’s second priority for the funds. It was
suggested that the grass runway could be addressed when the new hangers are being
developed.

Motion to adjourn was made by Mike Starck and seconded by Kim Weckerly. The motion
passed unanimously at 6:30 PM.
