COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY January 25, 2021 Page 1 of 2 Call Meeting to Order Roll Call Chairperson Holm called the meeting to order at 6:00 p.m. Present: Chairperson Jim Holm, Commissioners Benny Stichmann, John Isleb, Mary Nicoson, Absent: President Seager, Trustee Alger Others: Eileen Suhm, Administrator/CDA Executive Director All attendees were present remotely via Zoom. Public Comment None Approval of Minutes Minutes dated October 14, 2020 Motion by Commissioner Isleb, second by Commissioner Stichmann to approve the minutes as presented. Motion carried. New Business New Business Item 2 was taken out of order. Executive Director Suhm reviewed her memo dated January 18, 2021, containing general updates with the CDA. 1. Discussion and Direction to staff regarding next cycle of Façade Grant Program • Discussed the maintenance items that should be subjected to the 25% of total budget limitation. Direction was under Eligible Improvements to move façade unveiling and masonry cleaning to be with painting. “Roof repair and replacement will not exceed 25% of the total budget” should be a separate item. • The program will be launched March 1 with an application deadline of July 1, 2021. • Discussed whether a vacant building should be eligible and/or whether the owner should provide information related to future plans for the building. Direction was to request a vision statement with the application for a vacant building. The vision statement should focus on the results of the planned improvements. • The program will continue as a pilot program. • Executive Director Suhm will bring back completed document at next meeting. 2. General Updates from Executive Director Reviewed prior to item 1 Old Business 1. Discussion regarding review of draft revolving loan fund manual and program development The draft document and comments provided by Executive Director Suhm were reviewed through section 3.6 of the document. The review at the next meeting will begin with section 3.7. 2. Review of priority list with possible recommendations for future projects The priority list was not discussed.
