COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY February 22, 2021 Page 1 of 2 Call Meeting to Order Roll Call Chairperson Holm called the meeting to order at 6:06 p.m. Present: Chairperson Jim Holm, President Seager, Commissioners Benny Stichmann, John Isleb, Mary Nicoson, Excused: Trustee Alger (after the meeting it was noted Trustee Alger was in attendance and able to listen but could not speak due to technical difficulties. His participation is not included in any votes noted.) Others: Eileen Suhm, Administrator/CDA Executive Director All attendees were present remotely via Zoom. Public Comment None Approval of Minutes Minutes dated January 25, 2021 Motion by Commissioner Stichmann, second by President Seager to approve the minutes as presented. Motion carried. New Business 1. Discussion regarding Connect Communities membership and chatter systems subscription (no packet materials) Executive Director Suhm explained Connect Communities chatter system and the ability for CDA members to be added to the subscription. She stated it is a way communities and Wisconsin Economic Development Corporation share ideas regarding educational, promotional, development, and business ideas. She needs to update the member list and asked if any CDA members would like to be added. Chairperson Holm, President Seager, Commissioner Sitchmann and Commissioner Isleb asked to be added. Old Business 1. Review of Façade Grant Program document with possible approval for second phase of the pilot program Executive Director Suhm reviewed the corrections noted by Chairperson Holm. The timeline of launching by March 1 for a July 1 deadline was discussed. Different methods of promotion was also discussed. Executive Director Suhm will bring back information at the next meeting regarding a mailing to promote to downtown area businesses. Motion by President Seager, second by Commissioner Nicoson to approve the façade grant document as corrected for the second phase pilot program. Motion carried. 2. Discussion regarding review of draft revolving loan fund manual and program development  COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY February 22, 2021 Page 2 of 2 Executive Director Suhm reviewed the modifications made or suggested for sections 3.7 through the end of section 10. Executive Director Suhm will bring the document back at the next meeting with modifications discussed at this meeting incorporated. 3. Discussion/Direction regarding services to be provided by Walworth County Economic Development Alliance for review of revolving loan fund application and some loan issuance administration Discussed Executive Director Suhm will contact Derek D’Auria with WCEDA for an updated proposal. 4. Review of priority list with possible recommendations for future projects The pending matters list was discussed. Several matters being addressed and to close were discussed. Executive Director Suhm will update the list accordingly. Next meeting date: March 23, 2021 Adjourn Motion by Chairperson Holm, second by President Seager to adjourn at 7:06 p.m. Motion carried.
