Call Meeting to Order
Roll Call
Chairperson Holm called the meeting to order at 6:04 p.m.
Present: Chairperson Jim Holm, President Seager, Trustee Alger, Commissioners Benny
Stichmann, John Isleb, Mary Nicoson,
Excused:
Others: Eileen Suhm, Administrator/CDA Executive Director
All attendees were present remotely via Zoom.

Motion by Benny Stichmann, second by John Isleb. Motion carried.

Old Business
1. Discussion regarding promotion of Façade Grant program and direct mailing option for
communication to Main Street/Downtown District Businesses
Discussed the options presented by Executive Director Suhm to publicize the program. After
further discussion, the CDA directed a flyer to promote the program to businesses on Main
Street, Beulah Avenue, and the downtown square. It was noted the focus should be on
commercial business. Discussed a note should be added to the promotional flyer as well as
the future façade grant document that grant funds cannot be utilized to pay special
assessments for a public project.
2. Discussion regarding review of draft revolving loan fund manual and program development
Semi-Annual report to the Board will also be provided to the CDA.
Executive Director Suhm reviewed the most recent modifications to the document along with
the proposed approval process. She stated the intent is to address any formatting issues that
remain in the document (a page numbering issue was noted at the meeting). Afterwards, she
will submit it to the Village Attorney to review and then bring it back to the CDA for a final
review and recommendation to the Village Board. The consensus of the CDA was the process
proposed is acceptable.
3. Discussion/Direction regarding services to be provided by Walworth County Economic
Development Alliance for review of revolving loan fund application and some loan issuance
administration
The CDA decided they would wait until the final review of the revolving loan fund manual to
take action on this item. Executive Director Suhm reported Derek D’Auria, Executive Director

of Walworth County Economic Development Alliance (WCEDA), reviewed the information
related to tasks and the proposal they had submitted. He confirmed he was comfortable with
the tasks identified for WCEDA to administer and the proposal is still accurate.
4. Review of priority list with possible recommendations for future projects
• Commissioner Stichmann stated he thought the billboard topic might be good to
discuss with the business owners during the square revitalization project.
• Executive Director Suhm stated DPW Director Equitz informed her the provisions for a
crosswalk on Main Street (Highway ES) near Energy Drive are being installed with the
County roadwork project in 2021 (curb cuts and sidewalk approaches) but it will the
Village’s responsibility to install the sidewalk. She will follow up to find out whether
the sidewalk is included in the five-year capital improvement budget.
• Discussed a potential loan program Executive Director Suhm previously mentioned
that would allow loans for residential property maintenance which are deferred until
the sale of the property. She will investigate this program and bring information to the
CDA at their next meeting.
