Call Meeting to Order
Roll Call
Chairperson Jim Holm called the meeting to order at 6:00 p.m.
Present: Chairperson/Trustee Jim Holm, President Johnson, Commissioners, Bryan Harding,
John Isleb and Tyler Olson
Excused: Commissioner Johnathon Biersack
Absent: Commissioner Elizabeth Sherbarth
Others: Eileen Suhm, Administrator/CDA Executive Director

Approval of Minutes
Minutes dated May 22, 2023
Motion by Commissioner Isleb, seconded by Commissioner Olson, to approve the minutes dated May
22, 2023. Motion carried.
New Business
1. Consideration of modifying materials proposed for Façade Grant awarded to Steve
Lambrechts, for property located at 2931 Union Street
Mr. Lambrechts presented for consideration a Vesta product that is a fire-rated steel siding.
He explained it costs about the same, but installation may be slightly cheaper. The new
color is brown. The gable over one of the church windows is a radius so the new product
may not be able to be used. If it cannot be used, they will paint it.
Motion by President Johnson, seconded by Commissioner Olson, to approve the change as
presented. Motion carried.
2. Discussion/Consideration of criteria for façade grants
Reviewed the façade grant program criteria, which was originally established for commercial
use properties. Discussed it may be beneficial to include civic- or religious-use properties by
tax exempt organizations. As an example, a church property of historic nature where they
are contemplating replacing windows in a fashion that will not compliment the historic
architecture of the building was presented. After considering the high visibility of most of
the churches in the Village, the consensus of the CDA was to modify the program document
to include these uses. Discussed whether the next program cycle will be soon enough for
the church discussed. The pros and cons of two program cycles on an annual basis were
considered. Executive Director Suhm will discuss this with the property owner and
determine whether schedule a meeting in August.
3. Discussion regarding future goals and strategy
President Johnson asked the CDA to envision what they would like the entryways of the
Village to look like. There was focus on Main Street from Highway 20 to the square and
Highway 120. Discussion included identifying one to three priority areas to focus on, the

empty gas station, and offerings the Village does not have including: sporting goods, bait
shop, electric vehicle charging stations, a restaurant in front of the hotel, specialty butcher
shop.
Discussed a planning session at the next meeting and inviting the broker representing the
Village on the business park. Commissioners were encouraged to think of ideas and areas of
focus in preparation for the September meeting.
4. Update regarding East Troy to Mukwonago Bike Trail Project
Executive Director Suhm provided an update, referring to her memo. She discussed the next
step is to determine whether applying for a planning grant for the October deadline is
appropriate and getting approvals from the Town of East Troy and Village of Mukwonago to
move forward if submitting another application.
Old Business
1. Downtown East Troy signage discussion related to maintenance costs and feedback from
other municipalities (from 3/27/2023 meeting)
President Johnson suggested prioritizing funds for projects identified in the gateways rather
than signage. Chairperson Holm expressed support for signage, even if it is in the future.
Discussed placing the sign in the capital plan for two to three years out so we do not lose
sight of the project.
2. Review of pending matters list with possible recommendations for future projects
Discussed prioritizing these. Commissioners will work on ranking these in September.

1. Discussion regarding mobile application for self-guided walking tours
