COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY September 25, 2023 Page 1 of 2 Call Meeting to Order Roll Call Chairperson Jim Holm called the meeting to order at 6:00 p.m. Present: Chairperson/Trustee Jim Holm, Commissioners Bryan Harding, John Isleb, and Elizabeth Scherbarth Excused: President Johnson, Commissioner Johnathon Biersack and Commissioner Tyler Olson Others: Eileen Suhm, Administrator/CDA Executive Director Public Comment None. Approval of Minutes Minutes dated July 24, 2023 Motion by Commissioner Isleb, second by Commissioner Harding, to approve the minutes dated July 24, 2023. Motion carried. New Business 1. Strategic Planning Session The Commission discussed the Main Street corridor from Highway 20 to the square, properties where the use does not fit surrounding uses or current zoning, buildings that are in disrepair, the vacant gas station, and possible reuses/revitalization. The Commission also discussed services and types of retail the Village does not currently have including a sports bar, oil change shop, car wash, bakery, tour guide, computer support, butcher, tutoring/for profit youth center, and a bike rental shop. 2. Pending Matters List Ranking This item was tabled until the next meeting. Old Business 1. Verbal update regarding East Troy to Mukwonago Bike Trail Project Executive Director Suhm presented the verbal update stating the next grant submittal deadline is October 27. 2. Review Façade Grant Program Document for 2024 Cycle The Commission discussed moving forward with the same timeline followed in 2023 for the 2024 cycle. There were no changes to the modifications proposed in the document. Funding and whether there should be limits will be discussed at the November meeting. Future Agenda Items 1. The Commission scheduled the next meeting for Tuesday, November 28. Adjourn Motion by Chairperson Holm, second by Commissioner Isleb, to adjourn at 7:30 p.m. Motion carried.
