Call Meeting to Order
Roll Call
Chairperson Jim Holm called the meeting to order at 6:00 p.m.
Present: Chairperson/Trustee Jim Holm, President Johnson, Commissioners, Bryan Harding,
John Isleb, Tyler Olson, and Elizabeth Scherbarth
Excused:
Absent: Commissioner Johnathon Biersack
Others: Eileen Suhm, Administrator/CDA Executive Director
Public Comment
None.
Approval of Minutes
Motion by Commissioner Isleb, seconded by Commissioner Harding, to approve the minutes dated
September 25, 2023. Motion carried with President Johnson abstaining.
New Business
1. Strategic Planning Session (continue discussion from 9/25/23)
The CDA discussed properties on the Main Street corridor east of the square in need of
improvement. Discussion included various properties. The property with the greatest need
identified was the prior Marathon gas station. 2711 Main Street.
The potential Tax Incremental District (TID) 5 boundaries were discussed as well as possible
façade grant funding available through TID increment. Other potential TID-funded
improvements to the east Main Street corridor were also discussed. This included the
possibility of upgrading streetlights to a style similar to the lighting on the square from the
square to Byrnes street.
An additional business the Village does not have was noted to be a bait shop. (This was
inadvertently left out of the 9/25/23 meeting minutes.)
This item will remain on the next agenda to provide updates.
2. Funding for Façade Grant Program 2024 Cycle
Signage along the east Main Street corridor was discussed as an area of focus. The CDA
asked that an informational mailing be sent to business owners from Mill Street east to
highway ES regarding the façade grant program.
No limits were placed on the façade grant program. The CDA agreed applications for the
Main Street corridor could potentially be delayed until it is know if some TID funds could be
utilized for a façade grant program within the TID boundaries.
3. Pending Matters List Ranking

President Johnson will send out a form for members to rank the priority of matters in a form
that can populate the results and be discussed at the next meeting.
Old Business
1. Verbal update regarding East Troy to Mukwonago Bike Trail Project
Executive Director Suhm informed the CDA the application for the transportation assistance
program (TAP) was submitted by the October 27, 2023, deadline. The grant was for planning
purposes so the project can be completed in steps including planning, design, and
construction. She does not anticipate knowing whether the award is successful until spring.

1. Discussion regarding mobile application for self-guided walking tours
Next potential meeting date: January 22, 2024
