Call Meeting to Order
Roll Call
Chairperson Jim Holm called the meeting to order at 6:08 p.m.
Present: Chairperson/Trustee Jim Holm, President Johnson, Commissioners John Isleb, and
Elizabeth Scherbarth
Excused: Commissioners Johnathon Biersack, Bryan Harding, and Tyler Olson.
Absent:
Others: Eileen Suhm, Administrator/CDA Executive Director
Public Comment
None.
Approval of Minutes
Motion by President Johnson, second by Commissioner Isleb, to approve the minutes November 28,
2023. Motion carried.
New Business
1. Pending Matters List Ranking
Discussed the intent was to identify 3-5 items of consensus on and work on them.
President Johnson reviewed the results. Discussion included:
• Grouping the marketing items together and potentially finding a firm to assist with
marketing efforts
• Items prioritized at a higher ranking:
o Identify Main Street properties for development/revitalization
o Potential mixed-use development near square
o East Troy to Mukwonago Bike Trail/Multi-Use Path
o Walkability of Village is currently being addressed through capital projects.
The signage, attractions, and landmarks were associated with a mobile
application discussed by Commissioner Biersack
• Place the Tri-Troy Library on hold while County Administrator Luberta works on
legislative efforts. If it moves forward the CDA may be involved in supporting the
efforts, campaigns, etc.
• Highway ES Crosswalk and sidewalk to dog park can be placed on the Director of
Public Works capital planning
• There are some financial and design challenges with outdoor Seating at Main Street
restaurants. A façade grant would probably be more appropriate for these
properties. This item can be removed from the list.
• The aesthetics of the School Street lift station can be discussed in conjunction with
other TID 5 project and boundary discussions the CDA should be involved in.
Executive Director Suhm will update the pending matters list for review at the next meeting.

Old Business
1. Updates on Progress from Strategic Planning Session on 9/25/23 and 11/28/23
• The Village has obtained a residence at 2954 Main Street and placed the property out
for revitalization proposals.
• The Board authorized placing two properties under contract.
• The Overlook Ridge development final development plan and other associated item
may be delayed due to Southeastern Wisconsin Regional Planning Commission
(SEWRPC) site review because of a primary environmental corridor adjacent to and
potentially on the property
2. Verbal update regarding East Troy to Mukwonago Bike Trail Project
No current updates on the project. Awaiting grant award determination.
3. Verbal update on Façade Grant Program
Executive Director Suhm updated the CDA stating the 2022 award for J&S on Main that was
granted an extension will be reimbursed the full$20,000 with the next check run. There will
be a request at the next meeting for a 2023 award recipient seeking up to a one-year
extension on the grant award.
Future Agenda Items
1. Discussion regarding mobile application for self-guided walking tours
Next potential meeting date: Discussed this would normally be scheduled for March 25, 2024.
Determined the date should be rescheduled to Wednesday, March 20, 2024, due to spring break.
