COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY November 25, 2024 Page 1 of 2 Call Meeting to Order Roll Call Chairperson Jim Holm called the meeting to order at 6:00 p.m. Present: Chairperson/Trustee Jim Holm, President Johnson, Commissioners Bryan Harding, John Isleb, and Elizabeth Scherbarth Excused: Absent: Tyler Olson Others: Eileen Suhm, Administrator/CDA Executive Director Public Comment None. Approval of Minutes May 28, 2024 Motion by President Johnson, seconded by Commissioner Isleb to approve the minutes dated May 28,2024. Motion carried. New Business 1. Signage on Alpine Valley Property Executive Director Suhm reviewed her memo and the materials that were provided to the CDA. Discussed the option of a sign on the Alpine Valley property that would have an arrow to proceed straight ahead for restaurants and shops. The possibility of another sign on Townline Road near Highway ES including an arrow to proceed right was discussed. It was suggested the sign at Alpine could include the mileage to the square. The Commission discussed reviewing the costs of a sign slightly larger than the current wayfinding signs the Village is utilizing. 2. Discussion and Direction to Staff Regarding 2025 Façade Grant Program The commission discussed the current program and did not feel there was a need to make modifications. Executive Director Suhm noted the project for Roger Trader’s building has not commenced. The project was originally awarded a grant in 2023, which required project completion by April 20, 2024. The project had not commenced in 2024 so the CDA authorized extending the award to April 20, 2025. The CDA directed staff Mr. Trader will need to apply again when he is ready to begin the project. Discussed the need to update the back cover picture of the program booklet. 3. Update Related to TID 5 Formation Executive Director Suhm reviewed the TID 5 project plan and discussed the various projects that were incorporated into the plan and the reason why some of the suggestions from the CDA could not be included. Old Business 1. Updates on Progress from Strategic Planning Sessions/Review of pending matters ranking • The top three items in the list are included in TID 5 • Legislation for the Tri-Troy Library is being pursued by County Administrator Luberda with the Wisconsin Counties Association COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY November 25, 2024 Page 2 of 2 • Discussed the potential of issuing a RFQ or RFI to address the marketing items a. More Like Home Low Interest Loan Program Executive Director Suhm reviewed the program. The CDA discussed including it in the spring newsletter as well as promoting on social media, and the web site. Also discussed working with code enforcement to ensure they are including these resources in their standard letter as well as sharing with local contractors. 2. Verbal update regarding East Troy to Mukwonago Bike Trail Project Executive Director Suhm explained the award notification had been received and the Village recently received and approved the State-Municipal Agreement for the project. Next potential meeting date: Monday, January 27, 2025 Adjourn Motion by President Johnson, seconded by Commissioner Harding to adjourn.
