COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY March 24, 2025 Page 1 of 2 Call Meeting to Order Roll Call Chairperson Jim Holm called the meeting to order at 6:00 p.m. Present: Chairperson/Trustee Jim Holm, President Johnson, Commissioners Jerry Curtin, Bryan Harding, John Isleb, and Elizabeth Scherbarth Excused: Absent: Commissioner Tyler Olson Others: Eileen Suhm, Administrator/CDA Executive Director Public Comment None. Approval of Minutes Minutes dated January 27, 2025 Motion by Commissioner Isleb, seconded by President Johnson to approve the minutes as presented. Motion carried. New Business 1. Consideration of 2025 façade grant for the East Troy Historical Society John Vlanj and Kim Frank from the East Troy Historical Society presented the Historical Society’s application explaining the intent is to replace the deteriorating siding on the north, south, and east sides of the building. They will not address the siding on the front of the building because it remains in good condition. The siding will be the same color and material. The applicant prefers James R. Taylor since they are local and have done previous work on the building. Motion by President Johnson, seconded by Commissioner Curtin, to recommend to the Village Board approval of the façade grant for the East Troy Historical Society. Motion carried. Old Business 1. Verbal update regarding signage on Alpine Valley Property Executive Director Suhm explained she has had difficulty getting the general manager, who she has previously spoken with, to respond to phone calls and e-mails. She explained she would like final approval of the sign content prior to placing the order. By consensus the CDA approved of the proposed signage. Commissioner Isleb recommended inquiring with the sign company to see if we can include East Troy on the sign. Executive Director Suhm will continue to work with representatives from Alpine to receive approval and move forward with ordering and installation of the signs. 2. Updates on Progress from Strategic Planning Sessions/Review of pending matters ranking a. Update from Executive Director Suhm on Marketing and Housing grant programs with possible discussion/direction regarding a home maintenance grant program  COMMUNITY DEVELOPMENT AUTHORITY MINUTES VILLAGE OF EAST TROY March 24, 2025 Page 2 of 2 The CDA discussed responsibilities of the CDA per the bylaws and how the current focus of marketing and property maintenance/improvement align with their responsibilities. Members were asked to review the links that were provided for other residential maintenance programs prior to the next meeting so the Commission can discuss criteria for a program and utilize code enforcement data to inform prioritization and/or types of projects eligible at the next meeting. The next meeting date was set for Tuesday, May 27, 2025. Adjourn Motion by President Johnson, seconded by Commissioner Curtin to adjourn.
