Minutes Village of East Troy Plan Commission & Architectural Review Board March 14, 2016 1. Call to order – Administrator Suhm called the meeting to order at 6:30 pm 2. Verification of open meeting notice - Administrator Suhm verified the meeting had been posted according to open meetings laws. 3. Roll call Present: Trustee Seager, Commissioners Edward Arendt, John Grudnowski, Kirk Nelson Excused: President Timms, Commissioner Mack Others: Zoning Administrator Tim Schwecke, Building Inspector Scott Johnson and Administrator Suhm In President Timms’ absence Administrator Suhm asked for a motion to appoint a chairperson for the meeting. Motion by Commissioner Grudnowski, second by Commissioner Arendt to appoint Trustee Seager as Chairperson. Motion carried. 4. Approve Plan Commission minutes of February 8, 2016 Motion by Commissioner Nelson, second by Commissioner Arendt to approve the minutes dated February 8, 2016. Motion carried. 5. Citizen participation No comments. 6. Site plan for O'Leary Plumbing located at 2720 Buell Drive; O'Leary Plumbing LLC (Kevin O'Leary), applicant; (application 2016-02) a. Possible decision by Plan Commission Warren Weiland with Controlled Environment Buildings spoke on behalf of O’Leary Plumbing as the design-build contractor. He stated the proposed addition to the rear of the facility is 60’ x 50’ and it will match the design and architecture of the existing building. Zoning Administrator Schwecke stated the proposed motion on second page indicated the need to complete minor landscaping. With a two-part approval pertaining to engineering approvals. Motion by Commissioner Arendt to approve, second by Commissioner Grudnowski to approve the site plan with the conditions as outlined in the staff report dated 3/10/16. Motion carried. Plan Commission Minutes March 14, 2016 Page 2 of 2 Mr. Weiland clarified the next step will be to work with the engineer and building inspector to obtain an erosion control permit, receive state approvals on the plans and obtain permits from the building inspector. Zoning Administrator Schwecke also stated the landscaping that will need to be addressed. 7. Proposed amendment of zoning code with regard to truck-trailer rental operations (e.g., U-haul) and towing operations and other matters; Plan Commission, applicant (application 2016-01) a. Public hearing Trustee Seager opened the public hearing. Receiving no comments he closed the public hearing at 6:37 p.m. b. Possible recommendation from Plan Commission to Village Board Zoning Administrator Schwecke reviewed the changes made to the draft ordinance since the prior discussion. He stated he added a reference in section 2(4) to state no more than two axels per unit, 2(3) was modified to state no more than a total of 15 trucks and trailers which was an increase from 10 based on the last Plan Commission Discussion and 12(Q) was modified to reference section 210-8 of the municipal code, which already addresses unsafe buildings. Mr. Rhode confirmed the 17 foot box length limit was acceptable in section 2(4). Motion by Commissioner Grudnowski, second by Commissioner Nelson to recommend approval of proposed ordinance to the Village Board. Motion carried. 8. Recommendations for future agendas None 9.
