Minutes Village of East Troy Plan Commission & Architectural Review Board SPECIAL MEETING November 20, 2017 1. Call to order – President Seager called the meeting to order at 6:30 pm 2. Verification of open meeting notice - Administrator Suhm verified the meeting had been posted according to open meetings laws. 3. Pledge of Allegiance 4. Roll call Present: President Seager, Trustee Renucci, Commissioners Edward Arendt, John Grudnowski, Roger Hayes, Erin Seaverson, Benny Stichmann Excused: Others: Zoning Administrator Tim Schweck (via phone) and Administrator Suhm Youth in Government Representative – Matt Kisting & Nick Schwall 5. Citizen participation None. 6. Restaurant as a conditional use with an outdoor service area located at 2645 Main Street (RA 83900002); Trio Properties LLC, Vlaznim (Victor) Islami, agent; Application 2017-30 Details are available online: https://s.zoninghub.com/AZN9KG7EET A. Public hearing The Commission discussed the applicant’s plan for TVs and speakers in the outdoor area. Mr. Islami stated his plan was to put the TVs on the wall facing the road and the sound would be ambient. He did not have specific plans for the locations and plans to install these items late summer. The proposal of a future gas fire pit was also discussed. Administrator Suhm phoned Zoning Administrator Tim Schwecke and placed him on speaker phone. Mr. Islami stated the plan is to be open from 11:00 a.m. to 11:00 p.m. except for when they host special events. The hours of operation from 7:00 a.m. to 10:00 p.m. would apply to the patio area. Zoning Administrator Schwecke stated with regards to the outdoor speakers and tv monitors it is written that he would need to come in with more Plan Commission Minutes November 20, 2017 Page 2 of 2 details for placement of the TV screens and speakers and needs a separate approval from the Plan Commission prior to installing these elements. B. Possible recommendation by the Plan Commission to the Village Board Motion by President Seager, second by Commissioner Arendt, to recommend to the Village Board approval of the conditional use subject to the terms in the draft conditional use order dated November 16, 2017. Advisory Vote – Motion carried. Village Board – Motion carried. 7. Site plan/plan of operation for a restaurant with an outdoor service area located at 2645 Main Street (RA 83900002); Trio Properties LLC, Vlaznim (Victor) Islami, agent; Application 2017-31 Details are available online: https://s.zoninghub.com/IJHM4JKOTI A. Possible action by the Plan Commission Motion by President Seager, second by Trustee Renucci, to approve the site plan and plan of operations for the restaurant and outdoor service area at 2645 Main Street consisting of the existing building and other site improvements provided the Village Board approves the conditional use for the proposed use. The petitioner must submit detailed plans for the speakers and TV screens to the Plan Commission and obtain the approval of the same before installing such features. Advisory Vote – Motion carried. Plan Commission – Motion carried. 8. Adjourn Motion by President Seager, second by Commissioner Grudnowski to adjourn at 6:21 p.m. Motion carried.
