Minutes Village of East Troy Plan Commission & Architectural Review Board 2015 Energy Drive September 25, 2018 6:30 p.m. 1. Call to order – President Seager called the meeting to order at 6:30 pm 2. Pledge of Allegiance 3. Verification of open meeting notice - Administrator Suhm verified the meeting had been posted according to open meetings laws. 4. Roll call Present: President Seager, Commissioners Edward Arendt, Roger Hayes, Benny Stichmann Excused: Commissioner Mary Nugent Absent: Trustee Forty Renucci, Commissioner Erin Seaverson Others: Zoning Administrator Tim Schwecke and Administrator Eileen Suhm 5. Discussion/Workshop related to potential changes for the update to the Village of East Troy Comprehensive Plan The Commission began the workshop by reviewing item 4 land use goals and objectives, polices. The following is a highlight of the discussion. • Policies section o 4 - delete words be receptive regarding annexations o 6 - discussed expanding the downtown footprint and encouraging mixed use on the perimeter. Discussed potential of less stringent design criteria on the outer areas if added to the downtown business district. o 9 – change to encourage “neighborhood-scaled” retail and service businesses. o 10 – Remove item, does not apply to Village. o 11- Discussion regarding the mixed types of housing. Change “reserve” to “accommodate.” o 14- Change word “adopt” to “continue to use” o 15 – Change “establish” to “continue to use” o 16 – Change “establish” to “require” o 17 – Strike content of this and will review cottage housing with smaller lot sizes and smaller dwellings to determine if it is desirable to incorporate. o Subdivision plat allow duplexes. Would be a developer option, not a requirement. Could be required on a corner lot. Tim will write up an example and bring it back for review. Part of platting process. Item 5 Transportation • Goals o 1 - Increase parking should be included as a goal • Objectives o 3 – change “facilitate” to “support” o 4 – change “utilize” to “continue using” o 5 – Remove this item o 7 – Remove this item o 8 – Encourage DOT to allow driveway accesses on arterial and major collector roads. o 14 – VET supports the establishment of a multiuse trail along the railroad from point A to point B. Include referring specifically to Mukwonago East Troy trail along railroad right-of-way • Policies o 1 – delete o 5 – Zoning Administrator Schwecke will work on alternative wording o 6 – Change “establish” to “encourage DOT to establish” o 11- Delete this item o 12 - Delete this item o 16 – change “explore” to “continue to support” Reviewed Commissioner Seaverson’s small town information, she be asked to further will discuss at the next meeting. October 23 is the next workshop meeting. Adjourn Motion by President Seager, second by Commissioner Arendt to adjourn at 8:33 p.m. Motion carried.
