6:30 p.m.
1. Call to order- Deputy Clerk Alexander called the meeting to order at 6:30 pm
2. Pledge of Allegiance
3. Verification of open meeting notice - Deputy Clerk Alexander verified the meeting had been posted according to
open meetings laws.
4. Roll call
Present: Trustee Forty Renucci, Commissioners Edward Arendt, Roger Hayes, Benny Stichmann, Mary
Nugent, Erin Seaverson
Excused: President Seager, Administrator Eileen Suhm
Others: Zoning Administrator Tim Schwecke and Deputy Clerk Alexander
Motion by Commissioner Stichmann, second by Commissioner Seaverson, to appoint Trustee Renucci as meeting chairperson.
Advisory – Motion carried; Plan Commission – Motion carried.
5. Approve Plan Commission minutes of September 10, 2018 and September 25, 2018
Motion by Commissioner Arendt, second by Commissioner Nugent, to approve the minutes from September 10 and 25,
2018. Advisory – Motion carried; Plan Commission – Motion carried.
6. Citizen participation - None
7. Sign permit for Knoll Precision located off of Corporate Circle and Executive Drive (RA330700001), Frank
Knoll, applicant (application 2018-52)
A. Possible action by the Plan Commission
Zoning Administrator Schwecke reviewed the application for the wall signs and explained that MLG has approved this
plan and that it meets all the Village requirements. The applicant’s representative was present and explained that the
two signs would be LED lights with all hardware installed behind the sign with none showing.
Motion by Commissioner Arendt, second by Commissioner Stichmann, to approve the two wall signs as proposed subject
to the condition that the applicant must obtain any building permits required. Advisory – Motion carried; Plan
Commission – Motion carried.
8. Amend site plan and architectural plans for LD’s BBQ located at 2511 Main Street (RA270200001); Leon
Davis, applicant (application 2018-51)
A. Possible action by the Plan Commission
Zoning Administrator Schwecke reviewed the application amendment for a roof over the smoker area and the
replacement of the parking bollards with landscaping.
Motion by Commissioner Arendt, second by Commissioner Seaverson, to approve the amendment.
Advisory – Motion carried; Plan Commission – Motion carried.
9. Conditional use for a telecommunication tower located at 2030 Young Street (RXUP00209B1); AT&T, applicant; Phase
1 Consulting, Sal Randazzo agent (applicant 2018-39)
A. Public hearing - Trustee Renucci opened the public hearing. The representative for SBA Communications
stated that they have previously opposed this application and have objected that the applicant had not
investigated the option of co-location and that his client has submitted additional information regarding
this. He also stated that he will attend the November meeting and address the issue again during that

A. Possible action by the Plan Commission Board - Motion by Commissioner Arendt, second by Commissioner Seaverson,
to table this item until the November 8, 2018 meeting. Advisory – Motion carried; Plan Commission – Motion carried.
11. Conditional use for mini-storage units located at 2566 Energy Drive (RA142000002, RA142000003); Frank C
Price, applicant (applicant 2018-39)
A. Public hearing - Trustee Renucci opened the public hearing. There were no comments. Motion by
Commissioner Seaverson, second by Commissioner Arendt, to adjourn the Public Hearing until the November 8, 2018
meeting. Advisory – Motion carried; Plan Commission – Motion carried.
B. Possible recommendation by the Plan Commission to the Village Board

12. Site plan for mini-storage units located at 2566 Energy Drive (RA142000002, RA142000003); Frank C Price,
applicant (applicant 2018-40)
A. Possible action by the Plan Commission - Motion by Commissioner Nugent, second by Commissioner Seaverson, to
table this item until the November 8, 2018 meeting. Advisory – Motion carried; Plan Commission – Motion carried.
13. Possible amendment of the zoning code regarding conditional uses (2017 Act 67)
A. Possible action by the Plan Commission
Zoning Administrator Schwecke reviewed this issue and discussed questions from Commissioners on the item. Discussion
included clarification of the integration of other sections of the code and development standards that would also impact
the land use designations and the ability to add or delete land use designations. Commissioners then reviewed the Table
of Land Uses and identified possible Conditional Uses to remove for future review. Direction was that Zoning
Administrator Schwecke would bring a draft Ordinance to the November meeting for review and possible scheduling of
the Public Hearing on the topic.
