Call Meeting to Order; Pledge of Allegiance
Administrator Suhm verified the meeting was posted according to law.
Roll Call:
President Seager called the meeting to order at 6:30 p.m.
Present: President Scott Seager, Trustees Alexander Alger, John J. Jacoby, Matt Johnson,
Forty Renucci, and Ann Zess (John Alexander after appointment)

2. Consider approval of Special Event Permit & Temporary Class “B” Picnic License to Lady
Legends “Swing Into Summer” Girls Softball Tournament, J.J. Lund, Event Chairman. Softball
games June 2, 3 and 4th, 2017 at the Rossmiller Sports Complex Baseball Fields known as the
Mitchell Park Fields (1, 2 & 3), Center Field, Grandstand Field, field lights and use of Mitchell
Field Concession Stand.
3. Consider approval of Special Event Permit for East Troy Youth Baseball 2017 Summer Season at
Mitchell Park Fields (1, 2 & 3) and Center Field for XX days (see application for specific dates),
Ben Gorres/Tony LaShay, Event Chairpersons.
4. Consider approval of Special Event Application from NAMI Racine for Bike N Hike, Sunday,
September 10, Village Square

Motion by Trustee Renucci second by Trustee Johnson to approve the consent agenda.
Advisory Vote – Motion carried
Village Board – Motion carried with President Seager abstaining from item #3.
Miscellaneous Business
1. Consideration of recommendation by Village President to appoint John Alexander to fill the
vacant trustee seat until the next spring election, through April 16, 2018
John Alexander thanked President Seager for the opportunity to serve, stating he sees this as an
opportunity to move forward and will help any way he can.
Trustee Jacoby asked Mr. Alexander to explain his prior experience. Mr. Alexander stated he
began serving on the airport advisory committee and was appointed to fill a vacancy on the Village
Board. He served as a Trustee for 16 years. He has been off the board for five years.
Motion by Trustee Johnson, Second by Trustee Zess to appoint John Alexander to fill the vacant
trustee seat until the next spring election.
Advisory Vote – Motion carried.
Village Board – Motion carried.
Administrator Suhm swore John Alexander in as Trustee. He took a seat with the Village Board.
2. Informational update provided by Steve Rostkowski, continuation of discussion related to
proposed recreational trail presented on 4/24/2017. No action to be taken. (No materials
provided for packet)
Mr. Rostkowski addressed the Board regarding the need for a sidewalk to connect downtown to
hotel. He stated hotel is a nice gem and it would be beneficial to connect that to the downtown
square. There are concerns about individuals crossing the bridge but now that it has been
repaired he wondered if it could be utilized to get pedestrians off the bridge. Additionally, it would
be needed to put a boardwalk of about 8 feet wide through the wetland area to Mill Pond Park.
There were questions about the current condition of the top of the dam. As the Board moves
forward with discussions on capital spending these issues should be kept in mind and Mr.
Rostkowski was encouraged to attend those meetings. Discussion included the possibility of
incorporating this area with the multi-path that had been presented by Joe Klarkowski at the last
meeting. The age, future and ownership of the bridge and dam were discussed and that the bridge
may be getting close to needing additional work or replacement and if pedestrian walkways may
be able to be added. Creating a plan that would include the items that the Village would like at
this location and having those possibilities identified would be a benefit whenever it becomes a
possibility to consider improvements at this location.

3. Consider approval of Special Event Application for WCEDA for Downtown East Troy, Saturday,
May 13 from 10 am to 5 pm on the Village Square, Derek D’Auria, Chairperson. (Contingent
upon receipt of fees and Certificate of Insurance)
Motion by Trustee Johnson, second by Trustee Alexander to approve contingent upon receipt of
fees and insurance.
Advisory Vote – Motion carried.
Village Board – Motion carried.
4. Consider approval of policy on inclusion of supporting documentation for agenda items
Motion by Trustee Johnson, second by Trustee Jacoby to approve.
Advisory Vote – Motion carried.
Village Board – Motion carried.
Ordinances & Resolutions
1. Ordinance 2017-07 – Recommendation from Plan Commission to approve Amendments of the
zoning code (Chapter 510 of the municipal code) with regard to free-standing murals and
penalties (application 2017-08) (Draft document for review only; clean signature copy once
approved)
The discussion reviewed the points in the language for the amendment regarding the free-
standing murals and the penalties.
Motion by Trustee Johnson, second by President Seager to approve ordinance 2017-07 for
freestanding murals and penalties application 2017-08.
Advisory Vote – Motion carried.

Reports
1. Library Minutes – 03/14/2017
2. DPW Director 2017 1st Quarter Report – There were several questions including if the
bathrooms will be opened all day during the summer, the response to multiple high water usage
complaints, where the installation of new radio read meters stands, how the new system is
working and if there is new information available, are the meters that still need to be changed
out mostly commercial or residential and what the WWTP operational evaluation entails.
3. Airport Advisory Minutes – 02/13/2017 – Discussed overnight parking and enforcement at the
airport.
4. Municipal Court Financial Report March 2017
5. Booth Lake Memorial Park Minutes – 03/15/2017 – The Eagle Scout project of building a
playground in the upper pavilion area of the park is moving forward.
6. March 2017 Financial Report - Fire Protection Outlay amount was questioned – Staff will
research and bring back to the Board.

7. Administrator’s Report Jan-April 2017 – Staff was commended for implementing changes, and
for making online items available. Discussed efforts to notify residents of these new changes.

Motion by President Seager, second by Trustee Renucci to adjourn to closed session pursuant to
Wis. Stats. 19.85(1)(f) considering social or personal histories of specific persons, which if discussed
in public, would be likely to have substantial adverse effect upon the reputation of any person
referred to in such histories or data, or involved in such problems or investigations (liquor license
application and police investigation).
