Call Meeting to Order; Pledge of Allegiance
Deputy Clerk Alexander verified the meeting was posted according to law.
Roll Call:
Deputy Clerk Alexander called the meeting to order at 6:30 p.m.
Present: Trustee John Alexander, Alex Alger, John J. Jacoby, Matt Johnson, Forty Renucci,
and Ann Zess
Excused: President Scott Seager
Others: Deputy Chief Swendrowski, DPW Director Equitz, Attorney Gray
Motion by Trustee Alexander to appoint Trustee Zess as chairperson, second by Trustee
Johnson.
Citizen Participation
No citizen participation.
Consent Agenda
(One motion and second will approve all of the following items. Any item may be pulled from the list and voted on separately.)
1. Approval Minutes – 5/22/2017
2. Consider approval of Temporary Class “B” Beer License for Friday, June 16, 2017 for East Troy
Chamber of Commerce East Troy Cycling Classic on the Village Square (Special Event approved
12/6/2016)
3. Consider approval of AMENDED Special Event Application from East Troy Area Chamber of
Commerce for the June 16, 2017 East Troy Cycling Classic (approved 12/5/2016) to extend hours
and adding live music from 8 pm to 11 pm. with road closures also extended to 11 p.m. which has
been approved by Walworth County and discussed with the East Troy Police Department.
4. Consider approval of annual renewal for Mobile Home Park Permit for Meadows Development
Group LLC - Skyview Terrace, 2742/2786 Main St.
5. Consideration for approval of Permits for East Troy Lions Club 4th of July Celebration from June 29
to July 2, 2017:
a. Special Event Permit (June 29 to July 2, 2017) for Rossmiller Park (East Troy Amusement
Park), 3090 Graydon Ave for carnival, food sales, ball games, kiddie parade, music/beer
tent, car show, truck/tractor pull, petting zoo, etc. with Graydon Ave. closed from West
St. to Bellview Ave.
b. Temporary Class “B” License for the beer tent (June 29 to July 2, 2017)
c. Parade Permit (July 2, 11am – 3 pm)
d. Fireworks Permit (July 2, dusk)
(Contingent upon receiving insurance certificates for liquor liability and fireworks)
6. Operator’s Licenses – Consider approval of 2017-2019 Operator Licenses, per attached list
7. Liquor Licenses - Consider approval of 2017-18 Liquor Licenses for Class A & B Beer, Class A & B
Combination, Class C Wine, (all subject to D.O.R. compliance for payments), per attached list.
Trustee Renucci requested item 3 be removed from the Consent Agenda.
Trustee Johnson requested item 7 be removed from the Consent Agenda.

Motion by Trustee Johnson to approve the remaining items on the Consent Agenda, second by
Trustee Alger. Motion carried
Miscellaneous Business
Consent Agenda Item 3 – Trustee Renucci asked if the extended hours of the street closing would
pose any safety issues and if the Police Department had been consulted regarding this change.
Deputy Chief Swendrowski explained that the plan was the same as last year, would only be the
south side of the Village Square, the Police Department had been informed and discussed the
plan with the Chamber. DPW Equitz added that the Chamber would be providing additional
portable lighting.
Motion to approve Consent Agenda Item 3 by Trustee Johnson, second by Trustee Jacoby.
Motion carried.
Consent Agenda Item 7 – Trustee Johnson asked for clarification of the contingencies listed for
the application submitted by Bay East Troy. Deputy Clerk Alexander explained that the applicant
has purchased the premises with the intend to open an establishment and is familiar with the
license year. They have not made final decisions on the type or opening date of the
establishment but wanted to secure the license as it is the last regular Class B liquor license
available. They have submitted an approved application, paid the fees and the contingencies are
the items that staff will monitor prior to issuing the license. Local ordinances require serving
within a specific time frame or the license will be revoked.
Motion to approve Consent Agenda Item 7 by Trustee Johnson, second by Trustee Alexander.
Motion carried.
1. Consideration of request by East Troy Electric Railroad to grant exempt status to two
railroad crossings, Main Street and Young Street
Ryan Jonas, President of East Troy Electric Railroad, presented a request to change the status of
two railroad crossings to Exempt to allow buses and trucks to cross the tracks without stopping.
The crossings are not currently being used and the Railroad would post a sign indicating the
crossing is Exempt. Deputy Chief Swendrowski asked what the process would be to reverse the
exemption should the tracks ever be needed. The process to reverse the exemption is simple and
would involve a notification to the Wisconsin DOT with the crossing code, approval from the
municipality and a removal of the Exempt signs.
Motion by Trustee Renucci, second by Trustee Alexander to approve directing staff to prepare a
resolution to bring back to the Board granting exempt status to the two railroad crossings, Main
Street and Young Street. Motion carried
2. Consideration of purchasing iPad devices for the Village Board
Discussion followed regarding the number of devices that would be needed, policy on use
and management of the devices. Expected life of devices will be about 2 years or more.
Trustees are encouraged to use Village issued devices but use of personal devices is

allowed with the cloud storage used by the Village. Accessories such as cases or keyboards
will be the responsibility of the user.
Motion by Trustee Johnson, second by Trustee Jacoby to direct staff to purchase 4 iPads with
the 2 years of Apple Care, have the devices engraved with “The Village of East Troy” and review
policy on device use and bring draft back to the Board. Motion carried
3. Consideration of sale of Police Department Squad Car
Deputy Chief Swendrowski explained that the squad they will be retiring needs major
service and is seeking the approval to sell the squad at auction as is. A reserve bid is
possible so that if a bid is not close to value the listing may be pulled and listed again.
Motion by Trustee Alexander, second by Trustee Alger to approved the sale of the older Dodge
Charger. Motion carried

1. Library Board Minutes – 04/18/2017 – Trustee Jacoby discussed potential improvements to the
Library web site.
2. ET EMS Minutes – 03/21/2017
3. ET EMS District Annual Meeting Minutes – 05/17/2016 – Trustee Johnson explained the Annual
Meeting Minutes are approved at the next Annual Meeting. He has asked that the DRAFT
minutes be submitted as soon as they are prepared. He explained that the Annual and Monthly
meetings scheduled for May 16th were not properly posted due to a clerical error so the
meetings were rescheduled for May 23rd. At that Annual Meeting Dave Bitter was appointed
President, Paul Miller - Vice President, Judy O’Donell - Secretary and Trustee Johnson -
Treasurer. The Assistant Secretary-Treasurer position will be open and they are working to fill
that position.
