EAST TROY VILLAGE BOARD MINUTES February 26, 2018 Page 1 of 3 Call Meeting to Order; Pledge of Allegiance Administrator Suhm verified the meeting was posted according to law. Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Alexander Alger (arrived 7:35 p.m.), John J. Jacoby (via Phone) Matt Johnson and Forty Renucci Excused: Others: DPW Director Equitz, Administrator Suhm Youth Advisory Taylor Grenier Citizen Participation Ivan TeLindert, 2989 South Street, spoke regarding the final paragraph of the resolution and the statement that the Village may otherwise seek reimbursement. He stated the lake has value to the entire community and hopes the board considers this when they consider the benefitted owners. He also mentioned other projects benefit some more than others such as the library and airport and suggested implementing user fees. Stephen Rostkowski, 2959 North Shore Drive, stated on February 5 they left the meeting with a positive impression of what happened and expressed displeasure with the addition of the final statement in the resolution. He suggested the board should vote today to eliminate the final paragraph of the resolution. Jan Rostkowski, 2959 North Shore Drive, reviewed the history of the DNR working with the Village regarding the dam and spillway, some restructuring of the dam to ensure it could withstand adverse weather and felt proud the repairs had held up last year and was surprised the DNR ordered the draw down. She expressed her impression that the Village has failed to complete ordered repairs and her concern about possible assessments. Melanie Somenske, 2997 South Street, inquired what action has been taken to eliminate the cattails. She also stated she would like to know if the grant application has been submitted. DPW Equitz clarified the deadline for the grant application is April 30. Craig Campbell, 2965 South Street, stated when there are questions during citizen’s participation there is not a response from the Board. He asked if and when there would be an open discussion. President Seager clarified the procedures for citizen’s participation and the remainder of the meeting as well as compliance with open meeting laws. It was discussed that would need to be noticed as a public hearing. Mr. Campbell asked if a public hearing could be conducted in the future. Val Aide, 3051 South Street, questioned whether the cattail removal grant had been applied for, with a February deadline. She stated she was asking so they had an indication if something was moving forward. Engineer Nunn explained the grant discussed has an 80/20 split and the Lake Association can be the entity to apply for this grant.  EAST TROY VILLAGE BOARD MINUTES February 26, 2018 Page 2 of 3 Miscellaneous Business 1. Consideration of recommendation to award bid for water main project on the Square DPW Equitz explained five bids were received for the construction of the water mains on the square. The low bidder was Globe Contractors from Pewaukee in the amount of $905,555. They have done quite a bit of work in the Village of East Troy in the past. The bid needs to be approved along with the construction inspection services. The Board discussed the difference in mobilization costs for the bids. Engineer Nunn explained the project was set up to be completed in three phases, but this contractor is planning to bring multiple crews and likely complete the job in a smaller timeframe. In addition, it was discussed rather than including all mobilization costs separately some of the costs were included in pipe costs. Motion by Trustee Johnson, second by Trustee Jacoby to award the bid to Globe Contractors and construction inspection services in the amount of 70,000 for Lynch. Advisory – Motion carried. Village Board – Motion carried. Ordinances & Resolutions 1. Resolution 2018-03 - Authorizing participation in DNR Municipal Dam Grant Program (from 2/19 meeting) Motion by President Seager, second by Trustee Renucci to approve resolution 2018-03 as written. Trustee Jacoby stated he appreciates the citizen participation and the concern regarding the additional language in the resolution, but when he read this paragraph he felt it reflected being very transparent about the things the Village is doing and what it has the right to do. Trustee Johnson also clarified the individuals that are currently on the board are not necessarily the individuals that will be on the Board when the Village finds out if the grant is awarded with the spring election. The Board discussed the Village owns 25% of the property, and should the Village Board move forward with special assessments the Village would be responsible for that portion. President Seager stated if the dam repairs do move forward there is a desire for the members of the lake association to contribute to future maintenance. Discussed the cattail grant has not been applied for by the lake association or Village. Advisory Committee – Motion carried. Village Board – Motion carried.
