EAST TROY VILLAGE BOARD MINUTES March 5, 2018 Page 1 of 3 Call Meeting to Order; Pledge of Allegiance Administrator Suhm verified the meeting was posted according to law. Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Alexander Alger, John J. Jacoby, Matt Johnson and Forty Renucci Excused: Others: Chief Swendrowski and Administrator Suhm Youth in Government Representatives Taylor Grenier and Cameron Otto Citizen Participation Stephen Rostkowski, 2959 North Shore Drive, stated with Gus’s recently open he has noted two times when the crosswalk lights were flashing for pedestrians to cross Main Street (Highway ES) and traffic did not stop. Consent Agenda (One motion and second will approve all of the following items. Any item may be pulled from the list and voted on separately.) 1. Approval Minutes – 2/19/2018, 2/26/2018 Motion by Trustee Alexander, second by Trustee Renucci to approve the consent agenda. Advisory – Motion carried. Village Board – Motion carried. Miscellaneous Business 1. Public Hearing and consider approval of Special Assessments Against Benefited Properties for Sanitary Sewer Lateral Improvements in Conjunction with the Village Square Utility Reconstruction Project a. Public Hearing on proposed special assessments for sanitary sewer lateral improvements in the Village of East Troy as part of the Village Square Utility Reconstruction Project. President Seager opened the public hearing. Sarah Nunn, Village Engineer, reviewed the engineer’s report that had been prepared. She explained the calculations for assessment amounts. The calculations account for the Village paying for 50% of the cost and assessing 50% of the cost. This approach was used because the current laterals have not reached 100% of their useful life. The terms of the assessment are proposed as an upfront full payment or broken out as 10 payments at 2% interest. It was clarified the sewer lateral ownership is different than water laterals. In the case of a sewer lateral, the property owner is responsible for the portion from the main to the building. Final Resolution 2018-05 Levying Special Assessments Against Benefited Properties for Sanitary Sewer Lateral Improvements in Conjunction with the Village Square Utility Reconstruction Project Pursuant to Section 66.0703 of the Wisconsin Statutes. Motion by Trustee Johnson, second by Trustee Jacoby to approve Resolution 2018-05. The Board discussed the recent public information meeting for the project. Engineer Nunn reported three property owners had attended. Two of those property owners are subject to special assessments. Advisory Vote – Motion carried. Village Board – Motion carried. Ordinances & Resolutions 1. Resolution 2018-04 – Participation in Walworth County Youth in Government 2018-2019 School Year Administrator Suhm explained there would not be changes from the current program, which also allows for advisory members of the Plan Commission if there are enough participants. President Seager invited the current advisory members to comment. Taylor Grenier discussed what she has learned and integrated in clubs at school. Cameron Otto discussed a better understanding of how government works. Both commented how they could apply this experience in the future. Motion by Trustee Alexander, second by President Seager to approve Resolution 2018-04. Advisory Vote – Motion carried. Village Board – Motion carried. Reports 1. East Troy Area EMS Minutes – 01/23/2018, 01/30/2018 – Trustee Johnson stated there was a follow up meeting last week to the multi-municipality meeting that was held in November. There are three to four points he will be bringing back to the Village Board to discuss. 2. Booth Lake Memorial Park Minutes – 09/20/2017, 10/18/2017, 11/15/2017, 12/20/2017, 01/17/2018 – The Board discussed refunding of boat slip and park fees due to high water. Also discussed the piers near the swimming area are not suitable for boats to tie up to them. Trustee Alger was not aware of future plans to upgrade these piers. 3. Parks & Rec Commission Minutes – 01/08/2018 – Trustee Alexander reported participation levels looked good and a more detailed report will be provided next month. The archery range will be open before Memorial Day. 4. Airport Advisory Committee Minutes – 01/08/2018, 02/12/2018 – Trustee Jacoby reported the taxiway lighting issues are still being addressed. It was questioned if the repairs to the AWOS would be covered by warranty. Trustee Jacoby will look into this. The Board also discussed the glide slope, the FAA requirement to remove trees near Roma’s and the Emergency Services District buildings several years ago and the possibility of Highway L truck traffic being within the glide slope according to the FAA.  EAST TROY VILLAGE BOARD MINUTES March 5, 2018 Page 3 of 3 5. January 2018 Financial Report – Administrator Suhm reviewed the financial report, explaining when tax revenue is distributed to the operating and capital funds, the Village’s share of room tax distribution to the Park and Recreation fund, a PILOT payment to the TIF and miscellaneous revenue. Closed session Adjourn to closed session pursuant to Wis. Stats. 19.85(1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.
