Call Meeting to Order; Pledge of Allegiance
Administrator Suhm verified the meeting was posted according to law.
Roll Call:
President Seager called the meeting to order at 6:30 p.m.
Present: Village of East Troy - President Scott Seager, Trustees John Alexander, Alan
Boyes, John J. Jacoby, and Forty Renucci
Town of East Troy – Chairman Joe Klarkowski, Supervisors Clayton Montez and
Barbara Church
Town of Troy - Chairman John Kendall, Supervisors Thomas Lorden and
Kathleen Tober
Excused: Trustees Alexander Alger and Matt Johnson
Others: Administrator Clerk-Treasurer Eileen Suhm, Town of East Troy Clerk-Treasurer
Kim Buchanan, Town of Troy Clerk-Treasurer Tracey Raymond, Derek D’Auria,

Miscellaneous Business
1. Approval and signing of intergovernmental agreement and highway order between the
Town of Troy and Village of East Troy regarding road work on Townline Road (Town of
Troy and Village of East Troy Boards)
President Seager and Chairmen Kendell stated the agreement has been reviewed by
attorneys and there were no concerns. President Seager and Chairmen Kendell signed
the agreement.
There was discussion regarding TriTroy Alliance and the resulting benefits of the
cooperative efforts by the three municipalities.
2. Discussion regarding library building project, library funding and protentional for joint
support
Discussed library support from each community. The Village currently supports the
library directly. The towns support the library through the County tax levy and the
resulting Lakeshore Library System distribution. The Boards discussed the potential for a
joint library with direct support from all three communities. Library Director Gartman
reported he has been researching the establishment of a joint library. A potential option
would be for the communities to enter into a contract and provide that to the County.
The Boards also discussed a potential building project for a new library building and each
community contributing to the decision process. Trustee Boyes reported he had
requested an operational budget projection if they were to locate in a new building from

the Library Director. He reported there was a projected increase of $158,000 in
operational expenses.
3. Discussion regarding Boundary Agreement(s)
Town of East Troy Chairmen, Joe Klarkowski reported the Village of Mukwonago and
Town of Vernon Boundary recently entered into an agreement and expressed a desire to
pursue a boundary agreement with the Village. He suggested the attorney’s draft a
resolution stating the intent of the Town and Village to draft a cooperative boundary
agreement. He also discussed properties that were annexed with proposed subdivisions
which have not developed. There was also discussion related to development efforts in
the Village and the relation between industrial growth and housing as well as the different
types of housing in the Towns and Village. Potential impacts of the Foxconn development
were also discussed.
Derek D’Auria reminded the group that the Intergovernmental Corporation Council (ICC)
workshop, titled economic development 101, is on October 30.
Chairmen Klarkowski also reported concerns related to Nancy Key and her property,
which is within the Village.
The next meeting was set for January 22, 2019, 6:30 at the Village Hall.
