TOWN OF EAST TROY, VILLAGE OF EAST TROY AND TOWN OF TROYJOINT BOARD MINUTESSEPTEMBER 12, 2019 President Seager called the meeting to order at 6:30 p.m. Pledge of Allegiance Roll Call: Present: Village of East Troy – President Seager, Trustees John Alexander, Alexander Alger, Alan Boyes, Matt Johnson, and Mary Nugent. Town of East Troy – Chairman Joe Klarkowski and Supervisors Barbara Church and Clayton Montez Town of Troy - Supervisors Thomas Lorden and Kathleen Tober Excused: Town of East Troy Clerk-Treasurer Kim Buchanan and Village Administrator Clerk- Treasurer Eileen Suhm, Town of Troy Chairman John Kendall and Trustee Fortune Renucci Others: Town of Troy Clerk-Treasurer Tracey Raymond, Library Director Jeffery Gartman, Steve Rostkowski and Santa Consiglio Citizen Participation/Public Comment Mr. Rostkowski of the East Troy Lake Association offered to give a future presentation at the joint Meeting. He stated that as all three municipalities are in the watershed, it would be beneficial to hear the presentation. Miscellaneous Business 1. Update from Attorney Eric Larson regarding attorney’s discussions of draft agreement for joint library Attorney Eric Larson, who represents the Town of Troy, has briefly talked to the other lawyers for the Village and the Town regarding the Joint Library Agreement. He provided a Template based on the Northshore Library Agreement, for the three municipalities to work through. Some of the items include are forming of a Joint Library Board, and keeping with the specific requirements, specified powers, administrating the employees, budgeting and ownership of assets. Attorney Larson asked if the Boards were planning on staying with the Lakeshore Library System or breaking off. The Board along with Library Director, Jeff Gartman agreed that it is in the best interest of the Joint Library to stay with Lakeshore. Trustee Matt Johnson brought up the issue of funding. The Board agreed and asked Attorney Larson if he would investigate the financial impact before going any further. Motion by Trustee Hubbard, second Trustee Johnson that the Attorney’s Fees associated with the forming of the joint library be divided between the three municipalities. Trustee Johnson made an amendment to the motion, second Trustee Alexander that we have a quarterly billing report and that Attorney Larson will lead and report regarding funding until the Boards are ready for contract negotiations. Motion carried on the amendment. Vote on the original motion followed. Motion carried. 2. Update on multi-use recreational trail Chairman Klarkowski shared an update on the multi-use trail. He stated he met with Fred Winchowky, Mukwonago Village President. They discussed the trail issues leading to Indianhead 1  TOWN OF EAST TROY, VILLAGE OF EAST TROY AND TOWN OF TROYJOINT BOARD MINUTESSEPTEMBER 12, 2019 Park. Walworth County said they would serve as the lead public agency if Waukesha County will participant in the project as well as a commitment from the East Troy Railroad. Supervisor Church asked how the Boards could help. She suggested getting the media involved. She also inquired about the Federal grant timing out. Chairman Klarkowski replied that that the new cycle begins in January 2020. Supervisor Church thanked Klarkowski and Mary Nicoson for their commitment to this project. 3. Status of boundary agreement between the Town of East Troy and Village of East Troy The Village of East Troy presented the Town of East Troy with their plan. Trustee Klarkowski asked the Village if the plan was a 100-year plan as they are only looking at a 25-year plan. After much discussion, the Village suggested that the Town of East Troy discuss and bring a map forward to the Village. 4. Discussion regarding liquid de-icing options Supervisor Klarkowski spoke about the de-icing pilot program. This is a pre-treatment process. The DPW from the three municipalities are aware of the program. Supervisor Klarkowski will have the Town of East Troy DPW Supervisor get in contact with the Town of Troy and Village of East Troy DPW to discuss further. He also stated that Walworth County is in favor of the de-icing program. 5. Recommendations for future agendas Items discussed included: • Request from Steve Rostkowski of the East Troy Lake Association to give a presentation was discussed. No need for a presentation since this is a Village of East Troy matter. • Update on the multi-use recreational trail • Update on the Joint Library Next meeting date November 14, 2019 at 6:30 p.m. Adjourn Motion by President Seager, second by Trustee Alger, adjourn at 7: 49 p.m. Motion carried.
