EAST TROY TOWN AND VILLAGE OF EAST TROY TOWN OF TROY JOINT BOARD MINUTES November 14, 2019 Page 1 of 2 Call Meeting to Order; Pledge of Allegiance Roll Call: Chairman Klarkowski called the meeting to order at 5:30 p.m. Present: Village of East Troy – President Seager, Trustees John Alexander, Alexander Alger (arrived at 5:50 p.m.) , Alan Boyes, Matt Johnson, Mary Nugent, and Fortune Renucci Town of East Troy – Chairman Joe Klarkowski and Supervisors Barbara Church and Clayton Montez Town of Troy - Chairman John Kendall, Supervisor Thomas Lorden, Kathleen Tober Others: Administrator Clerk-Treasurer Eileen Suhm, Town of East Troy Clerk-Treasurer Kim Buchanan, Town of Troy Clerk-Treasurer Tracey Raymond, and Library Director Jeffery Gartman Citizen Participation/Public Comment None Miscellaneous Business 1. Update regarding attorney’s discussions of draft agreement for joint library and funding questions from 9/12/19 meeting A letter from Attorney Eric Larson was reviewed. He is still awaiting key answers from the Department of Revenue regarding how levy limits will be impacted. He believes the support for a joint library will fall under an exemption for the towns but will await an answer from the Department of Revenue. Trustee Boyes stated he would like Attorney Larson to attend the next meeting if an answer has not been received from the Department of Revenue. Supervisor Lorden suggested while awaiting the answer the approach to funding a joint library could be discussed. He distributed and reviewed a proposal for funding to Board members. The draft contained the amount currently being paid by each municipality. Discussed whether operational costs would increase for a joint library. Director Gartman suggested if the desire is a community library, it may be beneficial to increase hours of operation which would likely require additional staff. It was suggested the library should try to operate without significant changes in the first couple of years to determine future capital and operational needs. a. Consideration of cost-sharing attorney’s fees related to agreement Administrator Suhm explained this item was inadvertently left on the agenda from the prior month and the Boards did not need to discuss this further since it was decided at the 10/28/19 meeting. 2. Update on multi-use recreational trail a. MLS application, secondary sponsor Village or County Chairman Klarkowski reviewed the grant submittal, which is a multi-jurisdictional submittal for a $3.5 million. (Alex Alger arrived at 5:50 p.m.) He stated he composed  EAST TROY TOWN AND VILLAGE OF EAST TROY TOWN OF TROY JOINT BOARD MINUTES November 14, 2019 Page 2 of 2 the narrative and completed the application. Linda Fink, a prior colleague who may design and build the trail, is submitting the application to the DOT. Walworth County was the preferred lead for the application but did not confirm whether they would submit the application in a timely manner so the Town of East Troy will be the primary sponsor. He questioned whether the Village would be willing to be secondary. Next steps in the project would be establishing an intergovernmental agreement and a license agreement with the East Troy Railroad. The grant will match 90% up to $3.5 million. The local share would be split five ways, so each unit of government would be responsible for 20%. Administrator Suhm questioned if it was an issue the Village planned to apply for the same multi-modal grant funds for the Square project in conjunction with the County repaving Highway ES. Chairman Klakrowski confirmed they are different modes of transportation and each municipality is allowed up to three applications so this should not be an issue. Motion by Trustee Johnson, second by Trustee Alexander, to authorize listing the Village of East Troy as the secondary sponsor on the grant application for the recreational trail, Motion carried 7-0 (Village of East Troy Board Only). 3. Police Radio Issues Town Police Chief Jensen reported ongoing issues with radios to the Town Board. Village Police Chief Swendrowski was not aware of any issues occurring after they were addressed in early October. It was determined the two Police Chiefs should discuss the most recent issues. 4. Recommendations for future agendas • Chairman Klarkowski requested the radio issues be placed on the next agenda so it can be confirmed the issues have been addressed • Update on multi-use recreational trail. • Joint library which can be tabled if there is no further information from the Department of Revenue. The next meeting is scheduled for Thursday, January 9 at 6:00 p.m. Adjourn Motion by Trustee Johnson, second by Supervisor Church to adjourn at 6:20 p.m. Motion carried.
