EAST TROY VILLAGE BOARD MINUTES July 20, 2020 Page 1 of 3 Call Meeting to Order; Pledge of Allegiance Administrator Suhm verified the meeting was posted according to law. Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Alexander Alger, Alan Boyes, Mary Nugent, Matt Johnson and Forty Renucci Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Attorney Pruitt, Clerk Alexander Closed session Motion by President Seager, second by Trustee Johnson to adjourn to closed session pursuant to Wis. Stats. 19.85 (1)(c) for the purpose of conduction other specified public business, whenever competitive or bargaining reasons require a closed session (Sale of Village Property). Motion carried on a roll call vote: President Seager Y Trustee Alexander Y Trustee Boyes Y Trustee Nugent Y Trustee Johnson Y Trustee Renucci Y Trustee Alger Y Reconvene in Open Session Motion by Trustee Johnson, second by Trustee Nugent, to reconvene in Open Session. Motion carried. Citizen Participation Steve Rostkowski, 2959 North Shore Dr., expressed interest in the COW scheduled for July 27 and offered to share any information he has on the impoundment area or answer any questions prior to the COW meeting . He listed several other communities that have had similar situations and offered to share information he has on those communities. He suggested that the COW begin with a 5-year overview of the history of the impoundment area. Val Aide, 3051 South St., thanked staff for answering questions she had. She expressed interest in the COW scheduled for July 27 and feels this is an important issue for all Village residents. She stated her hope that the July 27 COW is the start of discussions and action for the impoundment area. Consent Agenda 1. Approval Minutes – 7/6 – Clerk Alexander stated that correction to the minutes would be made to include the roll call vote for closed session. Motion by Trustee Johnson, second by Trustee Boyes, to approve the minutes as amended. Motion carried. Miscellaneous Business 1. Consider approval of special event application for Walk of Terror, Jeff McKone, Applicant, dates of event: set-up starting September 18 with the event on October 9,10; EAST TROY VILLAGE BOARD MINUTES July 20, 2020 Page 2 of 3 16, 17; 23, 24 and 31 from 6 pm to 11 pm, at 3072 Graydon Ave., Rossmiller Park (see attached drawing for location of tent/haunted house) with tear down dates from November 1 – 9. Charity recipient to be East Troy Community Resource Center. a. Note: no Certificate of Insurance provided, Indemnification and Hold Harmless Agreement signed – see page 2 b. Will work with the ET Lions Club October Event to coordinate portable toilets Motion by Trustee Renucci, second by Trustee Nugent, to approve the 2020 Walk of Terror. Amendment by Trustee Johnson, second by Trustee Alexander, to require a Certificate of Liability Insurance be provided for the event. The amendment to the motion carried. The original motion carried. 2. Reconsider motion made at 6/15/2020 meeting related to sewer charges for seasonal pool meter (no packet materials) Motion by Trustee Alexander, second by Trustee Boyes, to table this item until DPW Equitz is able to attend. Motion carried 3. Consider approval of reallocation of Capital Funds for Library Jeff Gartman, Library Director, presented his reallocation request. Motion by Trustee Johnson, second by Trustee Alexander to approve the reallocation request. Motion carried 4. Financial Management Planning Workshop #2 Jon Cameron, Ehlers, presented the financial planning workshop. Ordinances & Resolutions 1. Resolution 2020-12 Petition for DOT Funds for Airport Card Reader Project a. Public Hearing President Seager opened the public hearing. There were no comments. President Seager closed the public hearing. b. Consideration of Resolution 2020-12 Motion by Trustee Johnson, second by Trustee Alexander, to approve Resolution 2020-12. Motion carried. Reports 1.
