Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Mary Nugent, Matt Johnson, Forty Renucci, Jason Smalley and Joe Wisnewski Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Attorney Geary, Clerk Alexander Citizen Participation No citizen participation. Consent Agenda 1. Approval Minutes – 7/19/2021, 7/20/2021 Tri Troy 2. Consider approval of lease assignment for Hangar J-1 from John Pelland to Kamenar Service LLC, Garret Kamenar, Agent 3. Consider approval of East Troy Lions Car Show Special Event and Temporary Class B Beer License, Saturday, September 18, 2021, from 6 am to 3 pm at Rossmiller Park (Amusement Park area, Grandstand/Center Field and Playmore Park field) for car show, food sales, vendors, beer, and raffles and closing off Graydon Ave. from Bellview Avenue to West Street. a. Contingent on receipt of insurance 4. Consider approval of East Troy Lions Fall Fest Special Event and Temporary Class B Beer License, Friday, October 1, from 5 pm to 1 am and Saturday, October 2, 2021, noon to 1 am at Rossmiller Park (Amusement Park area, Grandstand/Center Field) for live music, beer tent, fireworks, carnival, food stands and raffles and closing off Graydon Ave. from Bellview Avenue to West Street. a. Contingent on receipt of insurance, fees, and Fireworks Use Application Motion by Trustee Alexander, second by Trustee Smalley, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Consideration of recommendations from Community Development Authority to approve façade grants for: a. David & Maureen Allen, 2087 & 2093 Division Street, East Troy House & Zinns’s Mercantile b. Anette Rhode, 2606 Main Street, Rhodes Towing Repair & Sales, Inc. Motion by Trustee Johnson, second by Trustee Nugent, to approve the façade grants to David & Maureen Allen, East Troy House & Zinn’s Mercantile and Anette Rhode, Rhodes Towing Repair & Sales Inc. Motion carried. 2. Consider fencing at the Grandstand DPW Equitz explained that this request to fence the entrances to the Grandstand is an attempt to reduce vandalism with locking gates. This project was not budgeted for but requested using surplus funds to complete the project in 2021 or include this project in the Capital Budget for 2022. It was clarified that the fenced gates would require keys to open and those would be available to Special Events. Motion by Trustee Alexander, second by Trustee Renucci to approve the $8,820.00 to fence the grandstand entrances. Motion carried. 3. Preliminary operations budget discussions and direction to staff regarding service levels and wage assumptions Staff was asked what type of feedback had been received regarding the change in bulk pick-up and discussion showed that this was still an on-going educational issue. Direction was to post this information monthly via social media as a reminder of the process to residents.  EAST TROY VILLAGE BOARD MINUTES August 2, 2021 Page 2 of 2 Discussion included wage increases, the just released net new construction for the Village which is the smallest increase in years providing for only a $9,900 increase in the levy for next year which will impact the budget for capital improvements and the general fund, the number of 2020 building permits, Library issues for 2022 including personnel and funding, and the anticipated closing of TID 3. Direction was for staff to review services utilized by the Village and look for options for savings. Ordinances & Resolutions 1. Ordinance 2021-08 – Repeal and recreate sections 400-86 through 400-93 establishing a basis for sewer service charges. Motion by Trustee Johnson, second by Trustee Alexander, to approve Ordinance 2021-08. Motion carried. Reports 1. ET Chamber of Commerce – Mid-2021 Room Tax Report- East Troy Chamber Director Vanessa Lenz presented. 2. Airport Manager Quarterly Report – Airport Manager Walter Watkins was present via Zoom. CDA Minutes – 05/24/21 6. Administrator’s Report 2nd Quarter 2021 7. DPW 2nd Quarter 2021 Report – DPW Equitz explained the change in the process for installing the roads in Lake Bluff subdivision and the addition of the requirement of the construction bonds for new homes, question was raised regarding the BOA funding and DPW Equitz will follow-up with them, and he confirmed that the Wastewater position has been filled. Closed session Motion by President Seager, second by Trustee Johnson, to adjourn to closed session pursuant to Wis. Stats. Wis.
