Call Meeting to Order, Pledge of Allegiance
Clerk Alexander verified the meeting was posted according to law.
Roll Call:
Clerk Alexander called the meeting to order at 6:30 p.m.
Present: Trustees John Alexander, Mary Nugent, Matt Johnson, Forty Renucci, Jason
Smalley and Joe Wisnewski
Excused: President Scott Seager
Others: Deputy Chief Rather, DPW Director Equitz, Administrator Suhm, Clerk Alexander
Clerk Alexander asked for a nomination for a chairperson in the absence of President Seager.
Motion by Trustee Alexander, second by Trustee Smalley, to appoint Trustee Johnson as
chairperson. Motion carried.
Citizen Participation
Val Aide, 3051 South St., disappointed Zoom participation has been discontinued. Expressed
her continued concern with the impoundment vegetation. Concerned with increased traffic and
enforcement during construction projects.
Consent Agenda
1. Approval Minutes – 8/2/2021
2. Consider approval of special event application for Walk of Terror, Jeff McKone,
Applicant, dates of event: set-up September 9-29 with the event on October
1,2,8,9,14,15,16,21,22,23,28,29 and 30 from 7 pm to 11 pm, at 3072 Graydon Ave.,
Rossmiller Park (see attached drawing for location of tent/haunted house) with tear down
October 31 – November 5.
a. Note: no Certificate of Insurance provided, Indemnification and Hold Harmless
Agreement signed – see page 2
b. Will work with the ET Lions Club October Event to coordinate portable toilets,
location of the Walk of Terror and events on October 1 and 2, which are the same
as the previously approved ET Lions Fall Fest Special Event
3. Consideration of settlement agreement with Forward Contractors contingent upon
receipt of all required lien waivers and documentation as set forth in the agreement
Motion by Trustee Alexander, second by Trustee Nugent , to approve consent agenda. Motion
carried.
Miscellaneous Business
1. Review of capital budget with financial management plan
Brian Rohmer, Ehlers, presented the review of capital budget and financial management
plan. Discussion included debt issuance, accounting funds, capital budgets, maintaining
bond rating, options to improve the bond rating with economic development and debt
reduction, the closure of TID 3 in 2022 and the effect on the budget, use of surplus funds

and how the levy impacts the budget. He stated that this information will combine with
the upcoming operational budget information to complete the budget picture.
2. Consideration of change order for Main Street/Square project
This change order reflects changes for electric and data conduit installation in the
downtown area, including the addition of WIFI on the Square. The engineer and electrical
contractor proposed a plan change changes to the bid which result in an overall cost
increase from the bid of $5,814.89.,
Motion by Trustee Alexander, second by Trustee Nugent, to approve the change order as
presented in the memo dated August 12, 2021. Motion carried.
3. Consideration of snowblower purchase
DPW Equitz explained that this snowblower attachment will be used on the Wheel Loader
purchased earlier this year and will be used primarily in the downtown area and the
Square for snow removal, although it could be used in other area of the Village as well.
He had hoped to find a viable used snowblower attachment however that was not
possible. This purchase is for a new piece of equipment and is a Tier 3 unit which he feels
is a better fit for the Village’s needs and feel a life expectancy of 20-30 years for this
equipment is reasonable. Discussion included options that would be needed to blow snow
into a large dump truck should snow removal from the area be needed in the future.
Funds have been budgeted in the amount of $28,000 for the down payment of this
equipment with the balance to be paid annual over a 5-year period.
Motion by Trustee Alexander, second by Trustee Smalley, to approve the purchase of the
new Teamco snowblower for $105,000. Motion carried.

1. Verbal update on Main Street/Square Project/Church Street -DPW Equitz reported good
progress in last week and that 5 of the new hydrants are already in service.

11. Draft Plan Commission Minutes 8/9/2021 – Infill Development was explained as areas
within the Village that are isolated and have been identified as Infill Development
opportunities and are typically parcels that are vacant or commercial but located in
mostly residential areas that could become mixed use for development opportunities
with a Planned Unit Development process. More information will come before the
Board at the September 20 meeting with a public hearing.

Closed session
Motion by Trustee Johnson, second by Trustee Smalley, to adjourn to closed session pursuant
to Wis. Stats. 19.85(1)(e) to conduct other specified business, whenever competitive or
bargaining reasons require a closed session (contracted services for municipal-owned property
and potential TID 4 development) and pursuant to Wis. Stats. 19.85(1)(c) to consider
employment, promotion, compensation, or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises responsibility
(Department Head Evaluation, Administrator).
