1. Tri-Troy Library Discussions
a. Discussion and possible ac on regarding the Joint Library Agreement.
i. ES NOTES: from conversa on prior to mee ng with County Administrator
Mark Luberda, agreement could s ll be approved this year. However, the
county wants DPI approval to consider and the County by statute can take
up to 90 days to approve. They would need to amend the budget to
accommodate at this point, but he would be willing.
ii. If agreement to be approved next year municipali es would like to know
by July/August as preparing numbers for the budget. It will give
municipali es more me to discuss any levy limit ques ons. Requirements
include all es mated costs (addi onal staff, increased opera onal costs
with new building, charges, legal fees, etc.)
iii. Village administrator/Treasurer Eileen Suhm to work with Library Director
Jeff Gartman on including the Village charges in the agreement and submit
suggested changes to a orney Larson.
iv. Mo on: (M. Johnson / M. Church) To provide a y Larson notes from this
mee ng and for Eileen and Jeff to come up with a billing formula for
Village charges. Unanimous / Mo on Carried.

2. Update on Beach Road Bridge Repairs
a. Beach Road bridge owned by The East Troy Railroad Museum. They have never
done any maintenance and the bridge has deteriorated to the point that cri cal
repairs are necessary for required opera on. The Railroad Museum states the
bridge is not required for their opera on but accepts that as the owners they are
responsible for bridge maintenance. Closure of the bridge will nega vely impact
surrounding municipali es. Town of East Troy is assis ng the museum by paying
for half of engineering es mates, etc. Typically, a municipality will bring the bridge
up to required standards and then do jurisdic onal transfer to take over
ownership.
