Call Meeting to Order; Pledge of Allegiance
Clerk Alexander verified the meeting was posted according to law.
Roll Call:
President Seager called the meeting to order at 6:30 p.m.
Present: President Scott Seager, Trustees John Alexander, Mary Nugent, Matt Johnson,
Forty Renucci, Jason Smalley and Joe Wisnewski
Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Attorney Pruitt,
Clerk Alexander
Citizen Participation.
Gene Rozmarynowski, 2966 Main Street, complimented the work that is being done by staff
and how that assists the Board to have smooth and productive meetings.
Consent Agenda
1. Approval Minutes – 11/7/22
2. Consider Approval of the 2023 Airport Managers Contract and FBO Second Amendment Lease
Agreement
3. Consider approval of revision to the permit for the Winter Wine Walk, December 9, 2022, East
Troy Chamber of Commerce, Vanessa Lenz, Chairperson to add an additional location of East Troy
Lions Lodge.
4. Consider application to renew Mobile Home Park Permit for Skyview Terrace Mobile Home Park
and transfer ownership from Meadows Development Group to Skyview Terrace WI MHC, LLC
Motion by Trustee Alexander, second by Trustee Johnson, to approve the consent agenda.
Motion carried.
Miscellaneous Business
1. Consideration of Highway 20 Project Update and State Municipal Financial Agreement
a. Project Update

Discussion included the plan by the State to remove the median trees due to their designated
“clear zone”, the need to remove and re-locate the “Welcome to East Troy” sign due to
visibility concerns, the possibility of needing a larger “Welcome” sign for this area and to
reuse the current sign elsewhere, expected bid date in May and work to begin June/July with
the full closure from Hwy ES to Edwards Street and that other DOT projects in the area will
include work on Hwy 120 and Hwy 83.
Motion by Trustee Johnson, second by Trustee Alexander, to approve the State Municipal
Financial Agreement. Motion carried.
Motion by Trustee Johnson, second by Trustee Smalley, to approve the engineering
amendment. Motion carried.
2. Consider approval of Highway ES/Square Engineering Amendment
Motion by Trustee Johnson, second by Trustee Smalley, to approve the Hwy ES/Square
engineering amendment. Motion carried.
3. Consideration of authorizing DPW Portable Radio Purchase

Chief Swendrowski explained that Walworth County is considering a resolution to offset the cost
of the new radio purchases for municipalities. New radios were not planned to be purchased for
DPW because they were to use the old PD radios. However, those radios are already 8-10 years
old. Should Walworth County pass this resolution the funding the savings would allow for the
purchase of new radios for DPW with funds available in the capital budget. Chief Swendrowski
had obtained a quote for the additional DPW radios that would lock in the pricing for future
delivery, as he had done for the Police radios.
Motion by Trustee Alexander, second by Trustee Johnson, that Chief Swendrowski accept the
quote for the DPW radios for $25,617.71 on the condition that Walworth County passes
Resolution #99. Motion carried.
4. Consideration of Police Union Items
a. 2023-2025 Collective Bargaining Agreement
b. Vacation MOU
c. Lateral Transfer Side Letter
d. SRO Side Letter
Motion by Trustee Johnson, second by Trustee Nugent, to approve the 2023-2025 Collective
Bargaining Agreement, the Vacation MOU, the Lateral Transfer Side Letter and the SRO Side
Letter. Motion carried.
5. Consideration of Mill Pond Pier Replacement
DPW Equitz explained that contractors feel this work could be done this winter and he would like
to put this project out for bid but would like confirmation from the Board of their support of this
project that is anticipated to be in the $60,000 range. The product considered is a maintenance
fee pier with slanted railings and handicapped access and is a synthetic material. The projected
life of this pier 20 plus years and will enhance the parks and bring back this recreation options to
residents.
Motion by Trustee Johnson, second by Trustee Alexander, to approve going to bid for the pier
replacement using budget as outlined. Motion carried.
6. Review of Personnel Manual Updates Chapters 1-4
Administrator Suhm, Department Heads, and Trustees Nugent and Wisniewski have been working
on reviewing this manual. Administrator Suhm’s memo outlined the changes. This manual will be
used across departments and includes a statement deferring to any collective bargaining
agreement or state statute. She also requested verification from the Board that vacation offered
at time of hiring be at the discretion of the Department Heads and that was confirmed. She will
bring the final chapters to the Board for review at the next meeting and should the Code of Ethics
document not yet be completed she will reword that section to be completed at a future date.

1. Ordinance 2022-13 - Amend the zoning code regarding the standards in the Airport Height
Restriction Overlay District
Motion by Trustee Alexander, second by Trustee Smalley, to approve Ordinance 2022-13.
Motion carried.
2. Ordinance 2022-14 - Amend the zoning code regarding the development standards in the
Mixed Business/Light Industrial Design Overlay District
Motion by Trustee Johnson, second by Trustee Alexander, to approve Ordinance 2022-14.
Motion carried.
3. Resolution 2022-14 – Adopting Salary Schedule and Related Policies
Motion by Trustee Johnson, second by Trustee Smalley, to approve Resolution 2022-14,with
Trustee Alexander abstaining. Motion carried.

4. Resolution 2022 -15 - Functional Classification of Streets
Motion by Trustee Johnson, second by Trustee Smalley, to approve Resolution 2022-15. Motion
carried.
