Roll Call: President Johnson called the meeting to order at 6:30 p.m. Present: President Johnson, Trustees John Alexander, Jim Holm, Mary Nugent, Fortune Renucci, Jason Smalley and Joe Wisnewski Others: Deputy Chief DeMeio, DPW Director Equitz, Clerk Alexander, Attorney Geary Citizen Participation No citizen participation. Consent Agenda 1. Approval Minutes – 6/5/2023 2. Liquor Licenses - Consider approval of 2023-2024 Liquor Licenses for Class A & B Beer, Class A & B Combination, Class C Wine, per list 3. Consider approval of structure agreement for Wesley and Joanne Gray. 4. Consider approval of Parade Permit for East Troy High School Homecoming Parade, Oct. 13, 2023 5. Consider approval of MOU with Wisconsin Election Commission 6. Consider approval of East Troy Lions Car Show Special Event and Temporary Class B Beer License, Saturday, October 7, 2023, from 6 am to 3 pm at Rossmiller Park (Amusement Park area, Grandstand/Center Field and Playmore Park field) for car show, food sales, vendors, beer, and raffles and closing off Graydon Ave. from Bellview Avenue to West Street. a. List of vendors to be provided one week prior to event Motion by Trustee Alexander, second by Trustee Nugent, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Airport Fuel a. Consider contract with Titan Aviation Fuels DPW Equitz explained why he would like to have the fuel sales at the airport operate as a branded facility and introduced Bill Kovac, Titan Fuels. Mr. Kovac presented the Titan Fuel program and discussed their quality control, the quality and reputation of their fuels, the support offered to fuel farms such as split fuel loads, their marketing support, their no charge annual audit, records reviews, training for both operation and administrative actions, and their bi-annual 3-day class for airport managers. They are also a large distributor of filters, gaskets and offer parts at discount. DPW Equitz is recommending discontinuing sales of Swift AV Gas due to low sales. Very few airports still offer this fuel, and it is not cost effective for the quantity sold. He is recommending entering into an agreement with Titan Fuels which would be exclusive purchases from Titan, the transaction fees and pricing are competitive. Discussion included the length of the proposed agreement and options for shorter terms with lower incentives or an option to cost-share investments in the East Troy facility if agreement is  EAST TROY VILLAGE BOARD MINUTES June 19, 2023 Page 2 of 3 not extended. Mr. Kovac discussed the marketing opportunities with Titan Fuel including advertising options, assistance form their marketing team for copy and photos, advertising with AirNav for pilots, their large pilot base for emails, social media exposure, and possible sponsorship opportunities. Administrator Suhm will be able to provide additional information on the insurance options, requirements, and costs upon her return. Payments from fuel sales will be wired into Village accounts within 24-48 hours from sale. Attorney Geary will work with Mr. Kovac on finalizing agreement language on term of agreement and other minor clarifications. Motion by Trustee Alexander, second by Trustee Nugent, to authorize staff to move forward and continue negotiations with Titan Fuel for a fuel purchase agreement to include the suggestions from tonight’s meeting and Authorize President Johnson to sign the finalized agreement. Motion carried. b. Consider airport fuel purchase DPW Equitz stated that purchase of fuel was not a budget item for this year however he needs authorization to purchase 4,500 gallons of 100LL for about $20,000 and there are funds available in the airport fund balance. Motion by Trustee Alexander, second by Trustee Renucci, to authorize DPW Equitz to proceed with the purchase of 4,500 gallons of 100LL for up to $20,000 from Titan Fuel. Motion carried. 2. Impoundment update Representatives from Endpoint Solutions discussed the results of the monitoring wells installed to track the elevated pH levels. The results showed that the outfall locations continued to have elevated pH levels. The testing done was not able to prove the source or travel pattern of the pH. They proposed additional sand point wells for further evaluation along the stream bank near the outfalls. Direction was staff to work with Village Engineer, Tim Lynch, to review the findings and proposed additional work and bring back to the Board with recommendations along with estimates for timeframe and cost of lining the outfall pipes. 3. Consider approval of replacement air conditioning unit for Municipal Building DPW Equitz explained that there was an air conditioning unit failure that affected the Police Department. This unit is not able to be repaired. Motion by Trustee Alexander, second by Trustee Smalley, to approve using fund balance for $6,700 to purchase the replacement unit from O’Leary Plumbing. Motion carried. Ordinances & Resolutions 1. Resolution 2023-14 - Amended and Restated Resolution Authorizing the Issuance and Establishing Parameters for the Sale of Not to Exceed $1,575,000 General Obligation Corporate Purpose Bonds, Series 2023A President Johnson explained that the amount of the borrowing has decreased and by amending the resolution there will be a $30,000 savings in the interest by shortening the borrowing by a year.  EAST TROY VILLAGE BOARD MINUTES June 19, 2023 Page 3 of 3 Motion by Trustee Renucci, second by Trustee Smalley, to approve Resolution 2023-14. Airport Update – Verbal from Airport Manager – Doug Gauger thanked the Board for their confidence in him and discussed the items he has been working on to improve the operation of the airport such as re-opening the fuel sales, maintenance of the fuel equipment, replacing lighting, and grounds maintenance. He has been contacted by FETA to discuss a possible return of the Fly-In event late summer/early fall. The Board thanked Doug for taking this on this responsibility. Closed session Motion by President Johnson, second by Trustee Smalley, to adjourn to closed session pursuant to Wis. Stats. 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session (Airport Manager and Fixed Base Operator Lease).
