EAST TROY VILLAGE BOARD MINUTES June 3, 2024 Page 1 of 2 Call Meeting to Order; Pledge of Allegiance Clerk Alexander verified the meeting was posted according to law. Roll Call: President Johnson called the meeting to order at 6:30 p.m. Present: President Johnson, Trustees John Alexander, Mary Nugent, Fortune Renucci, Jason Smalley and Joe Wisnewski Excused: Trustee Jim Holm Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander Citizen Participation - None Consent Agenda 1. Approval Minutes – 5/20/2024 2. Consider approval of 2024-2025 Liquor/Tobacco Licenses per attached list. Motion by Trustee Alexander, seconded by Trustee Smalley, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Review of Capital Improvement Plan and Funding with Ehlers for 2025 Budget Jon Cameron, Ehlers, presented the first financial workshop with Capital Improvement Projects. The largest segment is for street projects and the associated water/sewer infrastructure involved in those street projects and provided an overview for the upcoming five years. Discussion included possibilities for the future of Townline Road. 2. Update from Ehlers regarding Tax Incremental District 5 formation Jon Cameron, Ehlers, discussed points regarding the forming of TID 5 and indicated that Ehlers had recently received pro forma information from a developer and will have their analysis by the July meeting. The timeline for creation of TID 5 by September will still be on track. 3. Consider Village-owned locations for fiber services and authorization to sign contracts for service Administrator Suhm summarized her memo and discussion included intent of areas to provide public Wi-Fi, the prioritization of the parks, needs at the concession stand and for facility locks, the possibility to move the parks to Phase 2 of the plan, the possibility of installing equipment on the water tower and the impact of that on cost, and the measurement of signal strength to ensure the level of service. Discussed ensuring the agreement specifies speeds are symmetrical and a cost reduction is given if speeds are found to be less than 1GB. Motion by Trustee Alexander, second by Trustee Smalley, to approve staff proceed to approve the e-Vergent service agreement based on the minor modifications discussed, contingent upon review by the Village Attorney. Motion carried. 4. Consider approving updated Collection Policy Motion by Trustee Alexander, second by Trustee Renucci, to approve Collection Policy #FIN8. Motion carried. Ordinances & Resolutions 1. 2024-09 - Amending sections 52-19, 52-24, 52-25. 52-26 and 52-27 of the Municipal Code pertaining to special assessments and charges (from 5/20/2024 meeting) EAST TROY VILLAGE BOARD MINUTES June 3, 2024 Page 2 of 2 Motion by Trustee Alexander, second by Trustee Smalley, to approve Ordinance 2024-09 as revised.
