Call Meeting to Order; Pledge of Allegiance
Clerk Alexander verified the meeting was posted according to law.
Roll Call:
President Johnson called the meeting to order at 6:30 p.m.
Present: President Johnson, Trustees John Alexander, Jim Holm, Mary Nugent, Fortune
Renucci, Jason Smalley and Joe Wisnewski
Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander
Citizen Participation - none
Items #3 and #2 under Miscellaneous Business were taken out of order at this time.
Consent Agenda
1. Approval Minutes – 8/5/2024
2. Consider approval of 2024-2025 Liquor Licenses per attached list.
3. Consider approval of Special Event and Street Use Permits for East Troy Brewery for
Octoberfest September 21, 2024, 5 – 9 pm
4. Consider approval of ROW Agreement for flagpole on School Street.
Motion by Trustee Alexander, second by Trustee Renucci, to approve the consent agenda.
Motion carried.
Miscellaneous Business
1. Emergency replacement of firetruck for East Troy Area Emergency Services District
Administrator Suhm reviewed the need for the replacement equipment, the agreement
with the Town of East Troy and the financing options as the Board had directed. She
requested the Board consider the motion to include approving the financing to be “up to
$375,000 “ to avoid any delays. This agreement is under consideration by the Town of
East Troy at their meeting tonight. Administrator Suhm anticipated being able to finalize
this by Friday.
a. Consider firetruck purchase agreement with the Town of East Troy
Motion by Trustee Alecxander, second by Trustee Renucci, to approve the
Firetruck Purchase Agreement between the Town of East Troy and Village of East
Troy. Motion carried.
b. Consider Resolution 2024-09 – Government Obligation Contact with Leasing 2 to
finance Fouts Ford Mini Pumper with the Clerk’s attestation and certification
contingent upon receipt of executed firetruck purchase agreement from the
Town of East Troy
Motion by Trustee Alexander, second by Trustee Holm, to approve Resolution 2024-09,
authorizing the Village Administrator to enter into a five-year lease purchase agreement
with Leasing 2, Inc. to finance the purchase of a Fouts Ford Mini Pumper in the amount
of up to $375,000 with the Clerk’s attestation and certification contingent upon receipt
of executed firetruck purchase agreement from the Town of East Troy. Motion carried.
2. Consideration of amending Sanitary Service Area
Taken out of order after item #3.
WWTP Manager Pluess reviewed his memo and explained that they are currently engaged
in the 20-year facility plan and this area represents an area of future potential population

growth that could be serviced by the utility but cannot be serviced if the area is not
included in the SSA map. While working with SEWRPC on the facility plan it would be
advisable to include this area at this time. By including this area in the SSA map it does
not require properties within the area or developers to connect but does allow the
commitment to have the capacity to accommodate the area should Sanitary District #2
desire it. Connection to service would remain optional but would allow the potential to
serve approximately 600 additional residents. While this is the appropriate time to
amend the plan, SEWRPC will then review and approve the updated SSA map, projected
for mid-2025. It is best to include the updated SSA map in the facility plan to avoid delays
from the WI DNR.
Motion by Trustee Alexander, second by Trustee Nugent, to take steps to amend the
SEWRPC-approved East Troy and environs Sanitary Sewer Area map to include the
expanded Future SSA boundary during the Facility Planning process. Motion carried.

3. Consider recommendation from Plan Commission to approve Conditional Use for
incidental outdoor display at 2616 S. Executive Drive (RA498700002), MDC East Troy LLC
(Manthei), Josh Manthei, agent
Taken out of order before item #1
Motion by Trustee Renucci, second by Trustee Nugent, to approve the conditional use
application as recommended by the Plan Commission. Motion carried.

1. Ordnance 2024-11 Amending Chapter 244 Driveways and Culverts
Motion by Trustee Smalley, second by Trustee Alexander, to approve Ord 2024-11.
Motion carried.

1. Library Board Minutes – 07/09/2024 – The new Youth Librarian has begun many
programs they are planning to return to pre-COVID hours. Thank you to Benchmark
Landscaping for donation of extra landscaping.
2. Airport Advisory Committee Minutes – 07/08/2024 – The BOA has authorized drafting
an RFP for selection of a firm for engineering a hangar expansion, there is the possibility
of a mechanic locating at the airport, the ordinance revision is under BOA review, there
will be an Airport Master Plan public information meeting Sept. 17 at 5 pm at the
airport.

pursuant to Wis. Stats. 19.85(e) for the purpose of deliberating or negotiating the purchasing of
public properties, the investing of public funds, or the conducting of other specified public
business, whenever competitive or bargaining reasons require a closed session (offer to
purchase property). Motion carried on at roll call vote:
