EAST TROY VILLAGE BOARD MINUTES October 21, 2024 Page 1 of 2 Call Meeting to Order; Pledge of Allegiance Clerk Alexander verified the meeting was posted according to law. Roll Call: President Johnson called the meeting to order at 6:30 p.m. Present: President Johnson, Trustees John Alexander, Jim Holm, Mary Nugent, Fortune Renucci, Jason Smalley and Joe Wisnewski Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander Citizen Participation None Consent Agenda 1. Approval Minutes – 10/7/2024 2. Consider approval of the appointment of Sean Plastine as resident member to the Airport Advisory Committee and Richard Oliver to the Zoning Board of Appeals (no packet materials) 3. Consider renewal of Mobile Home Park Permit for Skyview Terrace – 12/1/2024 to 11/30/2025 4. Consider approval of lease for the Airport farmland Motion by Trustee Alexander, second by Trustee Smalley, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Review of 2025 Operations budget, Capital Improvement Plan, and financial management plan with Ehlers a. Presentation by Ehlers Brian Roehmer, Ehlers, presented the review of the 2025 budget materials. Discussion included the amount of expenditures for Public Safety (Police, Fire, Rescue), need for future growth and budget changes. b. Draft 2025 Budget A public hearing will be scheduled for 11/18. 2. Consider State/Municipal Agreement (SMA) related to TAP grant award for planning of the East Troy to Mukwonago Multi-Use Recreational Trail project Administrator Suhm confirmed that this agreement is for the planning only of the project. Motion by Trustee Alexander, second by Trustee Smalley, to approve the SMA for the Planning Study relating to the East Troy to Mukwonago multi-use trail project. Motion carried. 3. Discussion and possible direction to staff regarding tax incremental district (TID) 5 formation President Johnson took Item #3 out of order after Item #1. President Johnson reviewed the TID formation information and the possible addition of a property on School Street. The Joint Review Board (JRB) and Plan Commission meetings are scheduled for December 9. The Plan Commission will hold a public hearing at that meeting and the Village Board will be able to consider approval 14 days after that public hearing. The Village Board could meet to consider this on December 23 or in January. There is the consideration of the property that is under contract until December 31. The Board may consider projects to be included in the TID project plan, keeping in mind that adding projects later would require a TID amendment. Discussion included the development of a project plan, the conservative projections for the TID, and boundaries. Direction to staff was to plan for a hybrid meeting for December 23, 2024, to consider the TID 5 formation. 4. Consider Approval of Hiring of Police Officer EAST TROY VILLAGE BOARD MINUTES October 21, 2024 Page 2 of 2 Chief Swendrowski presented his recommended candidate to fill the open position of full-time police officer, reviewed her qualifications, and stated that the required medicals are scheduled. Motion by Trustee Alexander, second Trustee Renucci, to approve the hiring of Teran Duckworth as a full-time police officer pending successful completion of psychological and physical exams and drug test. Motion carried. 5. Consider approval of garage door purchase for WWTP Tom Pluess, WWTP Manager, explained to the Board that the west garage door is failing, and they are seeking to redirect funds for replacement. Motion by Trustee Alexander, second by Trustee Smally, to use surplus funds from the Capital Improvement Plan for the Sensor Replacement Project to replace the WWTP west garage door and approve Scotty P Garage Door’s proposal. Motion carried. Ordinances & Resolutions 1. Ordinance 2024-16 – Recommendation from Plan Commission to amend the Village’s zoning regulations (Chapter 510) regarding planned developments. Motion by Trustee Alexander, second by Trustee Smalley, to approve Ordinance 2024-16. Motion carried. Staff Reports 1. September Financial Reports a. September Financial b. Airport Financial c. Stats. 19.85(1)(c) considering employment, promotions, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility (department heads).
