Roll Call: President Johnson called the meeting to order at 6:30 p.m. Present: President Johnson, Trustees John Alexander, Jim Holm, Mary Nugent, Fortune Renucci, Jason Smalley and Joe Wisnewski Others: Chief Swendrowski, WWTP Manager Tom Pluess, Administrator Suhm, Deputy Clerk Smith Citizen Participation - none Consent Agenda 1. Approval Minutes – 11/18/2024 2. Consider appointment of Bryan Harding to the Plan Commission (term expiring 4/30/2027) (No packet materials) Motion by Trustee Nugent, second by Trustee Alexander, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Consider proposal from Strand Engineering to provide bidding services for painting water storage tank Trustee Smalley questioned the two different figures ($48,700 / $55,700) in the proposal. WWTP Manager Pluess clarified that $48,700 is for the scope of services, with $7,000 as a buffer. He added that DPW Director Equitz does not anticipate going over budget, but if needed, any additional services would have to come back to the board for approval. Motion by Trustee Alexander, second by Trustee Holm, to move forward with the proposal from Strand Engineering to provide bidding services for painting the water storage tank, not to exceed $48,700. Motion carried. 2. Discussion regarding setting a time for December 23, 2024, special meeting Upon discussion of board member availability to meet on December 23, it was decided that a virtual meeting would be held at 9 a.m., instead of in person at 6:30 p.m. this day. Ordinances & Resolutions 1. Resolution 2024-13 Adopt the Municipal Fee Schedule for 2025 Clerk Alexander’s memo, dated Nov. 26, noted changes to the Building Permit fees to better reflect the State fee schedule and market levels; removal of the Delinquent Personal Property Tax interest rate as Personal Property is no longer taxed; removal and creation of new fees associated with rental of the Village ball fields; increase the fee for Police Department records requests fulfilled with flash drives to cover cost of materials; and the proposed Municipal Fee Schedule includes the current water rates. Motion by Trustee Alexander, second by Trustee Smalley, to approve Resolution 2024-13, Adopting the Municipal Fee Schedule for 2025, dated Nov. 26, 2024. Motion carried. 2. Resolution 2024-15 Budget Amendment Related to Municipal Building Project and General Fund Operations  EAST TROY VILLAGE BOARD MINUTES December 2, 2024 Page 2 of 2 a. Consideration of Resolution 2024-15 Motion by Trustee Alexander, second by Trustee Smalley, to approve Resolution 2024-15, Authorizing Budget Amendments for Municipal Building HVAC and Remodeling project and General Fund Operations. Motion carried. b. Consider redesignation of American Rescue Plan Act (ARPA) funds Motion by President Johnson, second by Trustee Nugent, to redesignate the America Rescue Plan (ARPA) funds as proposed in Administrator Suhm’s memo. Motion carried. Staff Reports 1. Fire Chief’s October Report Upon the completion of the agenda, President Johnson announced that this would be the last in-person meeting for Trustee Alexander and thanked him for his 25 years of service to the community. Trustee Alexander said serving on the board has been both a rewarding and educational experience, and that he would encourage anyone with interest to pursue a position on the board. Adjourn Motion by President Johnson, second by Trustee Alexander, to adjourn. Motion carried at 6:44 pm.
