Roll Call: President Johnson called the meeting to order at 6:30 p.m. Present: President Johnson, Trustees John Alexander, Jim Holm, Mary Nugent, Fortune Renucci, Jason Smalley and Joe Wisnewski Others: Chief Swendrowski, DPW Director Jason Equitz, Administrator Suhm, Deputy Clerk Smith Citizen Participation - none Consent Agenda (One motion and second will approve all of the following items. Any item may be pulled from the list and voted on separately.) 1. Approval Minutes – 12/2/2024 2. Approval of Exterior Painting/Signage proposals for Municipal Building 3. Correction to Adopted 2025 Budget Document Motion by Trustee Smalley, second by Trustee Nugent, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Consider 2025-2026 Insurance Renewal (property, liability, auto, etc.) Administrator Suhm explained that the Village’s insurance coverage was switched in 2023 to the Leage of Wisconsin Municipalities and is pleased with their responsiveness and the service they provide. Overall, the premium increase of 5.6% is primarily attributed to the increase in the mod factor of worker’s compensation, not to a rate increase by an insurer. She added that due to the size of the village and to the levels of property value inflation the last several years, the company recommends increasing property insurance limits from the current coverage of $4 million to either $5 or 6 million. Motion by Trustee Smalley, second by Trustee Renucci, to approve the insurance renewal with the Wisconsin League of Municipalities, increasing the coverage for property limits to $5 million. Motion Carried 2. Consider 2025 Municipal Code Enforcement, LLC Contract Chief Swendrowski explained that the contract for code enforcement services remains primarily the same as enacted in 2023, with the only adjustments being the dates of the term for 2025 and the increase from 15 to 20 weekly hours. Motion by Trustee Nugent, second by Trustee Smalley, to approve the contract renewal. Motion carried. 3. Direction regarding Liquidated Damages for School St. Reconstruction Project Director Equitz summarized the School Street reconstruction project, which included work on water, sanitary and storm sewer utilities, curb, gutter, plus sidewalk on one side of the  EAST TROY VILLAGE BOARD MINUTES December 16, 2024 Page 2 of 3 street. He said that the general contractor was very proud of the work that had been done. Unfortunately, they were unable to meet the contracted end date of October 1 for the project. Per the contract, the village would be eligible to collect liquidated damages for each of the six days until project completion, totaling $7,290. Trustee Smalley questioned if items that had been removed from some of the homeowners’ yards had been addressed, (mailboxes, hitching posts), to which Director Equitz confirmed that the issue with mailboxes had been resolved, but he was uncertain where the hitching posts were. The board decided that the village would not pursue collecting liquidated damages from the contractor. Ordinances & Resolutions 1. Consider Resolution 2024-14– Petitioning the Secretary of Transportation for Airport Improvement Aid a. Public Hearing President Johnson opened the public hearing at 6:43 p.m. Director Equitz explained that the Board would need to pass the resolution to be in our funding petition to be eligible for federal and state funding shared costs, and read the list of projects for the record: “Mark airfield pavements; Airfield Pavement Maintenance; Turf Runway Maintenance; Rehabilitate / reconstruct Taxiway B and Hangar Taxi lanes; Construct aviation mechanic shop / Snow removal equipment building; Purchase Snow Removal Equipment (SRE); Replace runway and taxiway lighting; Update Airport Layout Plan; Expand hangar area; Purchase mowing equipment; Adopt land use zoning ordinance; Conduct wildlife site assessment; Justification/Feasibility study for runway extension; Construct helipad; Expand Apron; Extend primary runway and its parallel taxiway to 5000', including lighting; Install perimeter fence; Clear runway approaches as stated in Wis. Admin. Code Trans §55, and any necessary related work.” President Johnson closed the public hearing at 6:45 p.m. with no additional comment from the Board and no public comment. b. Consider Resolution 2024-14 Petitioning the Secretary of Transportation for Airport Improvement Aid Motion by Trustee Smalley, second by Trustee Renucci, to approve Resolution 2024-14, petitioning the Secretary of Transportation for Airport Improvement Aid. Motion carried. 2. Consider Ordinance 2024-19 to amend the Village’s zoning regulations (Chapter 510) regarding mobile food establishments. President Johnson explained the three types of instances of where food trucks may be present in the village: public event where a special event permit would be required; a private event on private property including residential properties; and a commercial or institutional property , such as a restaurant or church hosting a food truck on private property for public retail, which is what is being presented. Motion by Trustee Smalley, second by Trustee Holm, to approve Ordinance 2024-19, amending the Village’s zoning regulations (Chapter 510) regarding mobile food establishments. Motion carried. Airport Advisory Committee Minutes – 11/11/2024 Trustee Holm informed the Board that an Open House would be held at the Village Hall on February 11 at 5 p.m. 3. Library Board Minutes – 11/12/2024 Closed session Motion at 6:50 p.m. by President Johnson, second by Trustee Smalley, to adjourn to closed session pursuant to Wis. Stats. 19.85(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session (Offer to Purchase Property 2711 Main Street, Proposed Development Agreement, Proposed Agreement with School District) Motion carried on at roll call vote: President Johnson Y Trustee Alexander Y Trustee Holm Y Trustee Nugent Y Trustee Renucci Y Trustee Smalley Y Trustee Wisniewski Y Reconvene in Open Session Motion by Trustee Smalley, second by Trustee Wisnewski, to approve closing on the 2711 Main Street property if the TID 5 is approved at the next meeting. Motion carried. Motion by Trustee Smalley, second by Trustee Renucci, to approve the Memorandum of Understanding with the East Troy Community School District, contingent upon attorney review.
