Roll Call: President Johnson called the meeting to order at 6:30 p.m. Present: President Johnson, Trustee Bryan Harding, Jim Holm, Dan Moody, Mary Nugent, Scott Seager, and Joe Wisniewski Excused: Others: Chief Swendrowski, Administrator Suhm, DPW Director Equitz Trustee Jim Holm was presented with a proclamation recognizing his service to the Village of East Troy. Citizen Participation Per Village Resolution 2017-01, anyone wishing to address the Village Board during Citizen Participation will be allowed 5 minutes. Your subject must specifically relate to matters under the jurisdiction of the Village Board, whether on the agenda or not. The Village Board should not engage in a discussion regarding comments because it was not part of the publicly noticed agenda. Upon conclusion of this Citizen Participation segment, members of the audience are not allowed further comment unless they are participating in a public hearing or if specifically allowed by a majority vote of the Village Board due to involvement in an agenda item. Gina Dingman, Realty Executives, stated the Chamber will be submitting a special event application for consideration at the next meeting for a Fourth of July celebration on the square. Business owners have been meeting with Chamber Executive Director, Vanessa Lenz, to organize a celebration since the Lions Club will not be holding a celebration of the holiday this year. They are hoping at least a portion of the square can be closed for the event and believe that will make the event safer. They do have some other options if for some reason they cannot have snowplow trucks or help from the Village to block roads for the closure. Consider approval of Special Event application for East Troy American Legion Baseball (5 dates in 2026) 3. Consider approval of Special Event and Temporary Class B Permit for Knights of Columbus Corn and Brat Roast July 24, 25 and 26, Tom Schneider, Chairman 4. Consider approval of Special Event and Temporary Class B Permits for East Troy Area Chamber of Commerce First Fridays Events: May 1, June 5, July 3, Aug. 7, Sept. 4, Oct. 2, 2026, and consider waiver of $150 late application fee. 5. Updated 2025 Room Tax Report 6. Consider approval of East Troy Lions revised Temporary Class B License to include wine at its Music Festival June 11-14 (previously approved 10/6/25) 7. Consider Plan Commission recommendation to approve the Certified Survey Map for the Village of East Troy for the property located at N7605 HWY 120, East Troy, WI 53120 (RXUP 00256) subject to the four conditions listed 8. Consider Plan Commission recommendation to approve the Certified Survey Map as presented for PET 16000006D-1, Karl Sawyer as petitioner 9. Consider approval of Special Event and Temporary Class B License for Lady Legends Ball Club for Swing into Summer Tournament May 29-31, 2026, event chairman JJ Lund, contingent upon receipt of certificate of insurance 11. Consider annual appointments (see packet materials) Motion by Trustee Seager, seconded by Trustee Nugent to approve the consent agenda as presented. Motion carried. Miscellaneous Business 1. East Troy Area Chamber of Commerce Marketing Expense Report Chamber Executive Director Vanessa Lenz presented a slideshow highlighting the Chamber’s event history and growth since being designated the tourism entity in 2016. She also reviewed their strategic marketing efforts, technology initiatives, and current priorities. Board members commended Ms. Lenz for the Chamber’s strong marketing presence and noted the positive feedback they have heard, even from individuals outside the community. Metrics and the difficulty of tracking attendance for events that do not require admission was discussed. Ms. Lenz explained that technology-based participation remains the most reliable measurement tool at this time. She also plans to gather information directly from local businesses to assess how these events are influencing customer traffic and overall economic impact. 2. Consider extension of construction commencement date for the MFT East Troy LLC project on parcel RA470400001 of the East Troy Business Park. Motion by Trustee Seager, seconded by Trustee Harding, to extend the construction commencement date for MFT East Troy LLC to May 4, 2026. Motion carried. Ordinances & Resolutions 1. Res 2026-05 – Authorizing State Stewardship Grant Application for Design and Construction Multi-Use Trail Extension & Pedestrian Bridge in Honey Creek Nature Area DPW Director Equitz explained this is for phase II of the trails in Honey Creek Nature area that would extend the trail and add a pedestrian bridge. The next resolution amends the CORP to incorporate the trail extension and bridge, which is a requirement for the grant. Motion by Trustee Nugent, seconded by Trustee Moody, to approve Resolution 2026-05 authorizing the state Stewardship Grant application for design and construction of the multi-use trail extension and pedestrian bridge in the Honey Creek Nature Area. Motion carried. 2. Res 2026-06 – Third amendment to Comprehensive Outdoor Recreation Plan (CORP), adding a multi-use trail extension in Honey Creek Nature Area Motion by Trustee Nugent, seconded by Trustee Moody, to approve Resolution 2026-06 the third amendment to the comprehensive outdoor recreation plan, adding a multi-use trail extension to the Honey Creek Nature area. Airport 1st Qtr 2026 Report Airport Manager Doug Gauger reported that Doug Neilson, the FBO tenant, will be leaving the airport. The workload has become too much for one person to manage, and he has submitted a 180-day notice, with plans to be out by fall. He has indicated he will still be available to assist if someone arrives at the airport and needs help. Mr. Gauger also stated that the timing of fuel purchases allowed the airport to fill its tanks before the recent price increase. As a result, the airport temporarily had the lowest price for 100LL fuel in the area, which is reflected in strong sales. The airport was also the lowest for Jet A fuel. The tanks have since been refilled at a higher cost, so fuel prices will now increase significantly. 2. Municipal Court – March 2026 3. Police Department – 2026 1st Quarter Report Chief Swendrowski reported due to the new officer’s previous experience, field training went quickly and he is already working on his own. 4. Library Board Meeting Minutes 03/10/26 Trustee Nugent reported that the Library Board has received the operational cost study back and the Board is starting next steps to present to the Village Board President Johnson stated there would not be a need to go into closed session. The Board did not conduct a closed session. Closed session Preliminary discussion and motion to go into closed session under Wis.
