Any item may be pulled from the list and voted on separately.) 1. Approval Minutes – 6/1/26 2. Consider approval of East Troy Lions Car Show Special Event and Temp Class B Beer & Wine License, Saturday, October 3, 6 am to 3 pm at Rossmiller Park (Amusement Park area, Grandstand/Center Field, Playmore Park & west field area) for car show, food sales, raffles, and closing off Graydon Ave. from Bellview Avenue to West Street 3. Consider approval of Special Event Permit and Temp Class B Beer License for ETYBBA Lawrence Dopke, East Troy Knights Tournament, July 18-19, 8 am to 10 pm, Rick Brandner, agent 4. Consider approval of Assignment of Hangar Area Lease for S-17 for Thomas Stranak Motion by Trustee Nugent, second by Trustee Harding, to approve the consent agenda as presented. Motion carried. Miscellaneous Business 1. Discussion and possible direction to staff regarding requests to reconsider allowing ATV/UTV traffic within the Village (no package materials) President Johnson reported that a resident requested in May that the Village reconsider allowing UTVs/ATVs. No action will be taken tonight, but trustees shared resident feedback. Trustee Nugent said most of residents that she spoke with opposed allowing them due to traffic, increased use, and safety concerns. Trustee Moody said he heard similar concerns, including age limits, safety protocols, and about the recent motorized-vehicle incidents in the area. Trustee Harding noted the Village is one of few in the County that still prohibits UTVs. Chief Swendrowski added that other municipalities allow UTVs, typically for operators ages 16 or 18 and up with a driver’s license, and each has its own ordinance. The Village could develop its own rules. Trustee Nugent asked about restricted hours; the Chief said most municipalities set limits around 9 or 10 p.m. Trustee Seager said he initially opposed allowing UTVs despite owning both an ATV and UTV, but now sees potential benefits, especially with limited hours. He noted many UTVs have lights, turn signals, and appropriate tires, making them more like cars. The DNR also imposes restrictions, and UTVs are generally more road-appropriate than ATVs. President Johnson said residents would benefit from clarification on which vehicles are legally permitted, such as federally allowed golf carts that cannot exceed 35 mph. He asked about DUI enforcement; the Chief noted DUIs on UTVs are typically DNR violations that do not appear on  EAST TROY VILLAGE BOARD MINUTES June 15, 2026 Page 2 of 4 driving records but can result in vehicle seizure. Depending on ordinance language, UTV operation could be treated similarly to motor-vehicle operation. President Johnson said only about 20 percent of residents he spoke with supported allowing UTVs, with most citing noise and safety concerns. Trustee Moody added that while UTVs are safer on streets than ATVs, many residents may primarily want them for recreational use or joy riding. He also heard from a handful of Town residents who opposed ATVs and UTVs on roads, although they have been allowed there for some time. Trustee Seager suggested holding a Committee of the Whole to gather public input. Trustee Nugent suggested that citizens may also have some ideas for a proposal. President Johnson recommended a Committee of the Whole be held during the July 20 Village Board meeting. Chief Swendrowski was directed to bring information on what other municipalities are doing and things they would do differently. 2. Request for No Parking West Street – Safety Concerns Chief Swendrowski reported that a resident on Wetland Way raised concerns about cars parked on West and Main near a local business. She said the parked vehicles block visibility at the stop sign, particularly when the business is open, which forces drivers to pull into traffic. She recently witnessed a near head-on collision as a result. She requested an 80-foot no-parking zone from the back of the business to Wetland Way. Trustee Moody noted this is a high-traffic area used by school buses, and no parking there makes sense. Chief Swendrowski said that both employees and customers park on the street. DPW Director Equitz added that the road has two lanes with no curb and gutter and no parking lanes. Because it is a 90-dgree corner, there is a visibility concern. The Board reached consensus to update the Village ordinance to add the requested 80-foot no-parking zone. Chief Swendrowski was directed to speak with the business owner about the proposal. 3. Library Presentation- Operational Cost Study Library Director Tami Bartoli reviewed the Projected Operational Budget Report prepared by John Thompson, of JT Library Planning, which included recommendations for staffing and projected expenditures for the future library. She added that $1 million was received by a donor to establish a library endowment fund. The East Troy Area Community Foundation is managing the fundraising monies received at no cost to the Library. Trustee Nugent said the process has been thoughtful in that other libraries have been visited and having the operations study done. She noted the passion of the Library Board to find the people and businesses to help make a new library happen, and that this is the first time she feels the project is truly moving forward. She also noted that the Village has other priorities like EMS, the School Referendum, and other things competing for money. Ms. Bartoli said that she realizes that the Library will not compete with things like the water tower (clerk note- reference is Well 10) and the fire department, and that the timeline will fit in with something that isn’t too onerous. President Johnson noted that with upcoming changes in state representation, there may be opportunity to revisit the efforts to change revenue recognition laws to be able to establish a Tri-Troy joint library. 4. Consider Plan Commission recommendation to approve conditional use amendment application for an “outdoor commercial entertainment” use to increase the number of special events allowed, include the use of a tent in the parking lot for shade in lieu of the previously approved pavilion, and to amend the indoor and outdoor sale and consumption of alcohol and an associated site plan amendment on the LD’s BBQ property located at 2511 Main Street bearing Tax Parcel No. RA501100001; Leon Davis (The BBQ Pit, LLC), applicant (Brad Jones, agent); (application 2026-06)  EAST TROY VILLAGE BOARD MINUTES June 15, 2026 Page 3 of 4 Motion by Trustee Nugent, second by Trustee Harding, to approve the conditional use amendment. Consider approval of revised alcohol license premises description for LD’s BBQ LLC, Brad Davis agent, pending approval of and relative to Conditional Use Permit Fourth Amendment Motion by Trustee Nugent, second by Trustee Seager, to approve the revised alcohol license premises description. Stat. 19.85(1)(g), to confer with legal counsel as to strategy regarding litigation in which the Village is or is likely to become involved, pertaining to lis pendens for parcel RA526000001 (formerly) RXUP 00256.
