Roll Call: President Johnson called the meeting to order at 6:30 p.m. Present: President Johnson, Trustees Adam Duda, Bryan Harding, Dan Moody, Mary Nugent, Scott Seager, and Joe Wisniewski Excused: Others: Chief Swendrowski, Administrator Suhm, Clerk Smith, Atty. Chris Geary Citizen Participation: None Consent Agenda (One motion and second will approve all of the following items. Any item may be pulled from the list and voted on separately.) 1. Approval Minutes – 6/15/26 2. Village Administrator Eileen Suhm’s request to carryover up to 40 hours of vacation 3. Recommendation from Plan Commission to approve a conditional use amendment application submitted by East Troy Community School District (Sean Bekx, agent) to incorporate the district’s existing transportation facility into the “indoor institutional” land use for East Troy High School for property located at 3128 Graydon Avenue bearing Tax Parcel No. RXUP 00202 (application 2026-09) 4. Consider approval of East Troy High School Homecoming Parade, Fri., Sept. 25, 1:30 pm to 2:45 pm 5. Consider approval of 2026 East Troy Bluegrass Festival, Melissa Sherman, Chairperson, Sept. 12-13, 8 am to 6 pm, Village Square - contingent upon receipt of fees Motion by Trustee Nugent, second by Trustee Wisniewski, to approve the consent agenda as presented. Motion carried. Miscellaneous Business 1. Consider approval of Something to Do Kickball special event, Ryan Stoychoff chairperson, on Aug. 4, rain date Aug. 6. Consider waiver of late application fee and all event fees. Motion by Trustee Nugent, second by Trustee Wisniewski, to approve the special event and to waive the late application fee and all event fees. Motion carried. Stat. 19.85(1)(e), to discuss Village negotiation posture with respect to the following within TID 4: proposed development agreement terms, request for tax increment for utility connections, a letter of intent for an offer to purchase on Village- owned land, and extending an offer to purchase for privately owned property; the Board will discuss reinstating an offer to purchase property and related terms with Crucible Materials Environmental Response Trust (CMERT), which is not part of TID 4. Consider Ramboll proposal for environmental technical services related to CMERT Property Motion by Trustee Nugent, second by Trustee Seager, to approve the Ramboll proposal for services at approximately $25,000, as it relates to CMERT property. Motion carried. 2. Possible action on offers to purchase property discussed in closed session Motion by President Johnson, second by Trustee Nugent, to accept the contract for the ProHealth Care property, subject to attorney revisions. Motion carried. Motion by President Johnson, second by Trustee Seager, to extend the contract to purchase on the CMERT property, subject to attorney revisions. Motion carried.
