MINUTES CITY COUNCIL WORKSHOP SESSION Thursday, September 18, 2025 Zoom and City Hall Council Chambers, 271 9th St NE, East Wenatchee, WA Present: Mayor Crawford, Councilmember Arnold, Councilmember Johnson, Councilmember Magdoff, Councilmember Stimmel, Councilmember Hepner, and Councilmember Castellente. WORKSHOP SESSION Councilmember Ken Arnold called the East Wenatchee City Council Workshop to order at 5:30 p.m. 1. WENATCHEE VALLEY HUMANE SOCIETY Executive Director BJ Anderson presented the Council with a report that provided data of services rendered by the organization in the City of East Wenatchee. Mrs. Anderson indicated that calls/services in East Wenatchee were 4.34% higher than the forecasted number (year to date). Sergeant Chelsee Chanley shared information on the classification of calls, and the responsibility of duties between the Police and Wildlife Officers. A brief discussion took place on the current one-year agreement and the ask for Council to consider a three- year contract versus renewing yearly. Comments provided by all Councilmembers that were present. No action was taken by the Council. 2. BANNER DISPLAY POLICY East Wenatchee Councilmember Castellente requested Council review the Banner Display Policy (the version previously adopted by Resolution 2023-46). Discussions took place and comments were provided by all Councilmembers present. Councilmembers were advised to submit their suggestions/edits [of the Policy] to the City Clerk by Thursday, October 9th for the possibility of action at the October 21, 2025, City Council Meeting. No action was taken by the Council.
