CITY COUNCIL REGULAR MEETING Tuesday, October 7, 2025 Zoom and City Hall, 271 9th St NE, East Wenatchee, WA 1. CALL TO ORDER Mayor Pro Tem Magdoff called the East Wenatchee City Council meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE Councilmember Hepner led the Pledge of Allegiance. 3. ROLL CALL Present: Councilmember Stimmel, Councilmember Arnold, Councilmember Castellente, Councilmember Johnson and Councilmember Hepner. 4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers indicated conflicts with any of the items on the agenda. 5. CONSENT AGENDA a. Approval Voucher Report, Checks: 62291 - 62377, in the amount of $418,313.52. b. Approval of 09-16-2025 City Council Meeting Minutes. c. Approval of 09-18-2025 City Council Workshop Meeting Minutes. d. August 2025 Payroll Certifications. Motion by Councilmember Castellente to approve the agenda, vouchers, payroll certification and minutes as presented. Councilmember Johnson seconded the motion. Motion passed unanimously. 6. CITIZEN COMMENTS Nathan Scott, resident of East Wenatchee. Dylan Scott, resident of East Wenatchee. 7. PRESENTATIONS a. Mayor Pro Tem Magdoff read the Public Power Week, the Value of Hydropower, and the Innovation of Renewable Hydrogen Proclamation. Douglas County PUD’s General Manager, Gary Ivory, was present to receive the proclamation and provided and provided an update on the organization’s first Hydrogen Powered Plant. b. Friends of Eastmont Parks Sally Brawley presented a PowerPoint Presentation on the Eastmont Parks and Recreation Levy Lid Lift. Please see attachment A. Public Works Director Garren Melton presented Resolution 2025-42, Interlocal Agreement between the City of East Wenatchee and the East Wenatchee Water District for utility work on the Valley Mall Parkway Overlay Project; City Project No. 2025-01. Comments provided by Councilmember Arnold. Motion by Councilmember Hepner to approve Resolution 2025-42 authorizing Mayor Pro Tem Magdoff to execute an Interlocal Agreement with the East Wenatchee Water District associated with the Valley Mall Parkway Overlay Project; City Project No. 2025-01. Councilmember Arnold seconded the motion. Motion passed unanimously. b. Public Works Director Garren Melton presented Resolution 2025-43, Engineering Cost Reimbursement Agreement between the City of East Wenatchee and NPS RE OF WENATCHEE LLC. Comments provided by Councilmember Johnson and Councilmember Arnold. Motion by Councilmember Johnson to approve Resolution 2025-43 authorizing Mayor Pro Tem Magdoff to execute an Engineering Cost Reimbursement Agreement between the City of East Wenatchee and NPS RE OF WENATCHEE LLC for an engineering analysis that would evaluate the feasibility of a Public - Private partnership to redevelop land currently serving a City Stormwater Facility; City Project No. 2025-08. Councilmember Hepner seconded the motion. Motion passed unanimously. c. Public Works Director Garren Melton presented Resolution 2025-44, Task Authorization Number 11 – 3rd Street SE Stormwater Pond Evaluation; City Project No. 2025-08. Motion by Councilmember Hepner to approve Resolution 2025-44 authorizing Mayor Pro Tem Magdoff to execute Task Authorization Number 11 with RH2 Engineering to evaluate the feasibility of modifications to the 3rd St SE stormwater pond; City Project No. 2025-08. Councilmember Castellente seconded the motion. Motion passed unanimously. 9. COUNCIL REPORTS & ANNOUNCEMENTS a. Mayor Pro Tem Magdoff reminded the Council of the upcoming Budget Workshop scheduled for Tuesday, October 14, 2025 at 5:30 p.m. b. Mayor Pro Tem Magdoff reminded the Council that redline suggestions for the Banner policy are due to the City Clerk by end of day Thursday, October 9, 2025. c. Mayor Pro Tem Magdoff reported that the next regular Council meeting would be help on Tuesday, October 21, 2025 at the Eastmont Junior High Auditorium. d. Councilmember Hepner, as City Representative for Link Transit, reported that the rescheduling of their meeting occurred due to the internet outage that took place on October 6, 2025. Mayor Pro Tem Magdoff, as City Representative for the City of Wenatchee and Chelan County Housing Authority, provided an update on the organization and the impacts of the federal government shutdown. 10.
