CITY COUNCIL REGULAR MEETING Tuesday, November 18, 2025 Zoom and City Hall, 271 9th St NE, East Wenatchee, WA 1. CALL TO ORDER Mayor Crawford called the East Wenatchee City Council meeting to order at 6:01 p.m. 2. PLEDGE OF ALLEGIANCE Councilmember Johnson led the Pledge of Allegiance. 3. ROLL CALL Present: Councilmember Stimmel (Zoom), Councilmember Arnold, Councilmember Magdoff (Zoom), Councilmember Castellente, Councilmember Johnson. Motion by Councilmember Castellente to excuse Councilmember Hepner from the meeting. Councilmember Johnson seconded the motion. Motion passed unanimously. 4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers indicated conflicts with any of the items on the agenda. 5. CONSENT AGENDA a. Approval Voucher Report, Checks: 62487 - 62540, in the amount of $483,843.06. b. Approval of 10-23-2025 City Council and Planning Commission Joint Meeting Minutes. Motion by Councilmember Johnson to approve the agenda, vouchers, and minutes as presented. Councilmember Arnold seconded the motion. Motion passed unanimously. 6. CITIZEN COMMENTS • Nathan Scott, resident of East Wenatchee. • Tara Schuttleworth, resident of Wenatchee. 7. PRESENTATIONS a. Mayor Crawford recognized Inspector Makenna Albert for 5 years of Public Service to the City of East Wenatchee. b. Mayor Crawford recognized Records Specialist Andrea Sharp for 20 years of Public Service to the City of East Wenatchee. c. Assistant Project Engineer Ellen Guisfredi from Washington State Department of Transportation provided a presentation on State Route 28 East Wenatchee Corridor Improvements. Comments by Councilmember Magdoff, Councilmember Castellente, and Councilmember Johnson. d. Police Chief Rick Johnson reported the East Wenatchee Police Department has officially been accredited by the Washington Association of Sheriffs and Police Chiefs. The accreditation recognizes compliance with 146 best practice standards, including evidence handling, body- worn camera policy, interviewing procedures and equipment storage. Johnson reported the department passed the evaluation with 100% compliance and no recommendations making City of East Wenatchee Council Meeting Minutes 11-18-2025 the COEW Police Department one (1) of eighty-one (81) accredited agencies (out of 267) in Washington State. 8. PUBLIC HEARINGS a. Mayor Crawford opened the public hearing at 6:25 p.m., for the purpose of receiving public comment to fix the 2026 Final Budget (RCW 35A.33.060), and the first reading of Ordinance 2025-12*, fixing and confirming the salaries and compensation to be paid to certain officials and employees of the City of East Wenatchee during the year 2026. Finance Director Josh DeLay provided the staff report. No public comment was provided. Mayor Crawford closed the public hearing at 6:27pm. i. Mayor Crawford provided the first reading of the 2026 Exempt Salary Schedule, Ordinance 2025-12*, fixing and confirming the salaries and compensation to be paid to certain officials and employees of the City of East Wenatchee during the year of 2026. No action. Ordinance 2025-12* will be presented at the 12/02/2025 Council Meeting for consideration and action by the Council. Mayor Crawford opened the public hearing at 6:28 p.m., for the purpose of receiving public comment to Ordinance 2025-14*, adopting the annual budget of the city for the fiscal year commencing January 1, 2026. Finance Director Josh DeLay provided the staff report. Comments provided by Councilmember Johnson. No public comment was provided. Mayor Crawford closed the public hearing at 6:29 p.m. ii. Mayor Crawford provided the first reading of Ordinance 2025-14* adopting the annual budget of the city for the fiscal year commencing January 1, 2026. No action was taken by the Council. Ordinance 2025-14* will be presented at the 12/02/2025 Council Meeting for consideration and action by the Council. * Ordinance 2025-12 and Ordinance 2025-14 were noticed and listed on the agenda with a scrivener’s error. These are the corrected numbers for the ordinances. 9. ACTION ITEMS a. Finance Director Josh DeLay presented Ordinance 2025-11* authorizing the regular property tax levy to be collected in the 2026 tax year, an increase of 1% in the regular tax levy, and authorizing an increase which may be allowed in the amount under new construction, improvements to property and the State assessed property provisions of State law. Councilmember Stimmel seconded the motion. Motion passed unanimously. *Ordinance 2025-11 was noticed and listed on the agenda with a scrivener’s error. This is the corrected number for the ordinance. b. Mayor Crawford presented Resolution 2025-51, Animal Control Services Agreement with Wenatchee Valley Animal Care & Control, LLC. Comments by Councilmember Arnold and Councilmember Castellente Motion by Councilmember Magdoff to approve Resolution 2025-51 authorizing Mayor Crawford to execute an agreement with Wenatchee Valley Animal Care and Control LLC for Animal Control Services as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. c. Public Works Director Garren Melton presented Resolution 2025-52, Sterling Junior High Safe Routes to School Project Consultant Supplement #6; City Project No. 2019- 09. Comments by Councilmember Johnson and Councilmember Arnold. Motion by Councilmember Castellente to approve Resolution 2025-52 authorizing Mayor Crawford to execute Consultant Agreement Supplement #6, as presented in Exhibit A, between the City of East Wenatchee and KPG Psomas for an amount not to exceed $47,390.00 for the Sterling Junior High 5th Street NE Safe Routes to School Project; City Project No. 2019-09. Councilmember Stimmel seconded the motion. Motion passed unanimously. d. Public Works Director Garren Melton presented Resolution 2025-53, Kenroy Elementary Safe Routes to School Project Consultant Supplement #6; City Project No. 2019-09. Motion by Councilmember Stimmel to approve Resolution 2025-53 authorizing Mayor Crawford to execute Consultant Agreement Supplement #6, as presented in Exhibit A, between the City of East Wenatchee and KPG Psomas for an amount not to exceed $82,712.00 for the Kenroy Elementary 5th Street NE Safe Routes to School Project; City Project No. 2019-09. Councilmember Arnold seconded the motion. Motion passed unanimously. e. Public Works Director Garren Melton presented Resolution 2025-54, 5th Street Improvements Box Culvert Early Procurement Contract; City Project No. 2024-01. Comments by Councilmember Castellente and Councilmember Johnson. Motion by Councilmember Stimmel to approve Resolution 2025-54 authorizing Mayor Crawford to execute a contract between the City of East Wenatchee and H2 Precast LLC for an amount not to exceed $103,975.00 for the procurement of a box culvert associated with 5th Street NE Improvements Project; City Project No. 2024-01. Councilmember Magdoff seconded the motion. Motion passed unanimously. City of East Wenatchee Council Meeting Minutes 11-18-2025 f. Mayor Crawford presented Resolution 2025-55, 2026-2029 Professional Services Agreement between the City of East Wenatchee and Clarke W. Tibbits for Municipal Court Judge. Comments by Councilmember Johnson and Councilmember Castellente. Motion by Councilmember Johnson to approve Resolution 2025-55 authorizing Mayor Crawford to execute a Professional Services Agreement for Municipal Court Judge between the City of East Wenatchee and Clarke W. Tibbits as presented in Exhibit A. Councilmember Arnold seconded the motion. Motion passed unanimously. g. Community Development Director Curtis Lillquist presented the Notice of Intention to Commence Annexation Proceedings signed by the owners of 10% of the value of 29.88 acres of land for an annexation to be known as the Third and Highline Annexation. Comments by Councilmember Johnson, Councilmember Magdoff, and Councilmember Arnold. Motion by Councilmember Magdoff to approve the annexation boundary as proposed in the Notice of Intent to Commence Annexation Proceedings dated October 28, 2025, to require the adoption of the proposed zoning regulations as set forth in Resolution 2023-45 as General Commercial, and to require the assumption of existing indebtedness of the city in the area to be annexed. Councilmember Arnold seconded the motion. Motion passed unanimously. h. Events Director/PIO Trina Elmes presented the East Wenatchee Events Board Funding Recommendation for Lodging Tax Request to the City of East Wenatchee. Comments by Councilmember Castellente, Councilmember Stimmel, and Councilmember Arnold. Motion by Councilmember Johnson to approve the East Wenatchee Events Board recommendation granting the City of East Wenatchee a total of $255,000.00 for the Events Department’s administrative costs and event support during the 2026 fiscal year. Councilmember Castellente seconded the motion. Motion passed unanimously. 10. MAYOR’S REPORT a. Mayor Crawford congratulated Councilmember Elect Paul Harrison on a successful campaign. b. Mayor Crawford reminded the Council of the upcoming scheduled Workshop taking place on Thursday, November 20, 2025 at 5:30 p.m. c. Mayor Crawford announced the closure of City Hall on Thursday, November 27 and Friday, November 28, 2025. d. Mayor Crawford announced there will be no December Workshop Meeting. e. Mayor Crawford reminded the Council of the upcoming Wings and Wishes event on December 4, 2025, at City Hall. Event Flyers were distributed, and Councilmembers were encouraged to help share the event information. 11. COUNCIL REPORTS & ANNOUNCEMENTS a.
