CITY COUNCIL MEETING Tuesday, December 16, 2025 Zoom and City Hall, 271 9th St NE, East Wenatchee, WA 1. CALL TO ORDER Mayor Crawford called the East Wenatchee City Council Meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE Councilmember Hepner led the Pledge of Allegiance. 3. ROLL CALL Present: Councilmember Stimmel, Councilmember Arnold, Councilmember Magdoff (Zoom), Councilmember Castellente, Councilmember Johnson and Councilmember Hepner. 4. OATH OF OFFICE Mayor Crawford administered the ceremonial Oath of Office to the newly elected and reelected Councilmembers: • City Council Position III, Paul Harrison. • City Council Position IV, Ettore Castellente. • City Council Position VII, Matthew Hepner. 5. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers indicated conflicts with any of the items on the agenda. 6. CONSENT ITEMS a. Approval of the 2026 Douglas County Department of Emergency Management Agreement for Emergency Services. b. Approval of the City of Leavenworth Tree Lighting Extra Duty Police Services Agreement – EWPD. c. Approval of Voucher report, 62587 – 62699, in the amount of $1,439,098.96. d. Approval of the 11-20-2025 City Council Workshop Meeting Minutes. e. Approval of the 12-02-2025 City Council Meeting Minutes. Motion by Councilmember Johnson to approve the agenda, agreements, vouchers and minutes as presented. Councilmember Hepner seconded the motion. Motion passed unanimously. 7. EXECUTIVE SESSION Executive Session to discuss with legal counsel representing the agency potential litigation to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency RCW 42.30.110(1)(i). Motion by Councilmember Hepner to meet in executive session for a time period not to exceed 10 minutes (6:24 p.m.) to discuss with legal counsel representing the agency potential litigation to which the agency, the governing body, or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the City of East Wenatchee Council Meeting Minutes 12-16-2025  discussion is likely to result in an adverse legal or financial consequence to the agency RCW 42.30.110(1)(i). Councilmember Johnson seconded the motion. Motion passed unanimously. At 6:24 p.m. the clerk announced additional time was needed and the Executive Session was extended for an additional 5 minutes (until 6:29 p.m.) At 6:29 p.m. the clerk announced additional time was needed and the Executive Session was extended for an additional 5 minutes (until 6:34 p.m.) At 6:34 p.m. the clerk announced additional time was needed and the Executive Session was extended for an additional 3 minutes (until 6:37 p.m.) Council adjourned the executive session at 6:37 p.m. No action was taken in executive session. 8. CITIZEN COMMENTS None. 9. ACTION ITEMS a. Finance Director Josh DeLay presented Ordinance 2025-15, amending the City’s 2025 budget, which was initially established by Ordinance 2024-06 and further amended by Ordinance 2025-03. Motion by Councilmember Hepner to approve Ordinance 2025-15 amending the City’s 2025 budget which was initially established by Ordinance 2024-06 and further amended by Ordinance 2025-03, as presented. Councilmember Arnold seconded the motion. Motion passed unanimously. b. Public Works Director Garren Melton presented Resolution 2025-57, Transportation Improvement Board Complete Streets: 2026 Citywide Pedestrian Improvements Grant Agreement; City Project 2026-01. Motion by Councilmember Castellente to approve Resolution 2025-57 authorizing Mayor Crawford to execute a grant agreement between the City of East Wenatchee and the Transportation Improvement Board for the East Wenatchee Pedestrian Safety Improvements; Various; City Project No. 2026-01 as presented in Exhibit A. Councilmember Stimmel seconded the motion. Motion passed unanimously. c. Public Works Director Garren Melton presented Resolution 2025-58, 5th Street NE Improvements Consultant Agreement Supplement 3; City Project No. 2024-01. Motion by Councilmember Stimmel to approve Resolution 2025-58 authorizing Mayor Crawford to execute Contract Supplement 3 between the City of East Wenatchee and the Transportation Improvement Board for the East Wenatchee Pedestrian Safety Improvements, Various; City Project No. 2026-01 as presented in Exhibit A. Public Works Director Garren Melton presented Resolution 2025-59, amending the East Wenatchee Transportation Benefit District Project List. Motion by Councilmember Johnson to approve Resolution 2025-59 amending the project list for the East Wenatchee Transportation Benefit District and repealing Resolution 2025-09 as presented in Exhibit A. Councilmember Magdoff seconded the motion. Motion passed unanimously. e. Public Works Director Garren Melton presented Resolution 2025-61, 2025-2027 Biennial Stormwater Capacity Grant. Motion by Councilmember Hepner to approve Resolution 2025-61 authorizing Mayor Crawford to execute an agreement between the City of East Wenatchee and the Washington State Department of Ecology for the 2025-2027 Biennial Stormwater Capacity Grant Agreement No. WQSWCAP-2527-Ewena-00224 as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. f. Public Works Director Garren Melton presented Resolution 2025-62, Transportation Improvement Board Complete Streets Program: N Kentucky Avenue Multimodal Improvements, Grant Rd to 8th St NE Agreement; City Project No. 2023-05 as presented in Exhibit A. Comments by Councilmember Arnold. Motion by Councilmember Castellente authorizing Mayor Crawford to execute an agreement between the City of East Wenatchee and the Transportation Improvement Board for the N Kentucky Ave Multimodal Improvements, Grant Rd to 8th St NE Agreement; City Project No. 2023-05 as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. g. Mayor Crawford presented the Events Board funding recommendation for Lodging Tax for the Wenatchee Valley Chamber of Commerce for the 2026 Fiscal Year. Comments by Councilmember Johnson, Councilmember Stimmel, and Councilmember Hepner. Motion by Councilmember Hepner to authorize Mayor Crawford to execute an agreement with Wenatchee Valley Chamber of Commerce, for an amount not to exceed $90,000, for the 2026 fiscal year as presented in Exhibit 3. Councilmember Arnold seconded the motion. 4 in favor, 2 opposed. Motion passed. 10. MAYOR’S REPORT a. Mayor Crawford reported that RiverCom purchased the former CMI building near Olds Station and will be remodeled to meet their needs as an organization. Mayor Crawford reported that the organization had approved placing a 0.1% sales tax measure on the February ballot to support RiverCom Operation and facility renovations. b. Mayor Crawford reported on the Eastmont Elves event, noting positive interactions between law enforcement and local youth -- emphasizing the program’s mentorship value. c. Chief of Police Rick Johnson reported a gas line incident (earlier in the day) that caused traffic delays and required RiverCom to temporarily relocate to its backup operations center City of East Wenatchee Council Meeting Minutes 12-16-2025  at the community college. The relocation was successful and demonstrated effective emergency continuity planning. d. Mayor Crawford reminded Council that City offices would be closed on December 25th and January 1st and that staff availability would be limited due to scheduled leaves. e. Mayor Crawford thanked Councilmembers for Wings and Wishes event and the City Staff Holiday Luncheon. 11. COUNCIL REPORTS & ANNOUNCEMENTS a. Councilmember Castellente reported attending the Association of Washington Cities event on December 6, 2025. b. Councilmember Stimmel reported attending a community dinner with regional civic, nonprofit and religious leaders. c. Councilmember Arnold inquired about increasing events at the Town Toyota Center. Mayor Crawford reported that due to market size and cost limitations restrict certain bookings, but the venue performs comparably well relative to similarly sized arenas. 12.
