1. CALL TO ORDER
Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE
Councilmember Castellente led the Pledge of Allegiance.
3. ROLL CALL
Present: Councilmember Stimmel, Councilmember Arnold, Councilmember Castellente,
Councilmember Johnson and Councilmember Hepner.
Motion by Councilmember Johnson to excuse Councilmember Magdoff from the meeting.
Councilmember Arnold seconded the motion. Motion passed unanimously.
4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST
Councilmember Castellente declared a conflict of interest with agenda item 9d. Resolution
2025-56 Master Gardeners Foundation of Chelan and Douglas Counties Agreement, and stated
he would be abstaining from voting.
5. CONSENT AGENDA
a. Approval Voucher Report, Checks: 60964-61007, in the amount of $93,841.52.
b. Approval of 11-04-2025 City Council Meeting Minutes.
c. Approval of 11-18-2025 City Council Meeting Minutes.
d. October 2025 Payroll Certification.
Motion by Councilmember Castellente to approve the agenda, vouchers, and minutes
as presented. Councilmember Johnson seconded the motion. Motion passed
unanimously.
6. CITIZEN COMMENTS
None.
7. PRESENTATIONS
a. Mayor Crawford read the 2025 Diabetes Awareness Month Proclamation.
Councilmember Hepner provided information on the Wenatchee Valley Diabetes
Support Group and Mayor Crawford thanked him for his continuous support to both
the community and the respective organization.
8. ACTION ITEMS
a. Finance Director Josh DeLay presented Ordinance 2025-12, fixing and confirming the
salaries and compensation to be paid to certain officials and employees of the City of
East Wenatchee during the year 2026.

Motion by Councilmember Stimmel to approve Ordinance 2025-12 fixing and
confirming the 2026 salaries to be paid to certain officials and employees of the city
as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion
passed unanimously.
b. Finance Director Josh DeLay presented Ordinance 2025-14 adopting the annual
budget of the City for the fiscal year commencing January 1, 2026.
Motion by Councilmember Johnson to approve Ordinance 2025-14 adopting the
2026 annual budget as presented. Councilmember Arnold seconded the motion.
Motion passed unanimously.
c. Mayor Crawford presented Resolution 2025-40 Interlocal Agreement with Chelan
County.
Comments by Councilmember Johnson, Councilmember Castellente, Councilmember
Arnold and Councilmember Stimmel.
Motion Councilmember Castellente to approve Resolution 2025-40 authorizing
Mayor Crawford to execute an Interlocal Agreement between the City of East
Wenatchee and Chelan County for juvenile detention services changing the bed day
rate and establishing an effective date as presented in Exhibit A. Councilmember
Stimmel seconded the motion. Motion passed unanimously.
d. Mayor Crawford presented Resolution 2025-56 Master Gardeners Foundation of
Chelan and Douglas Counties Agreement.
Comments by Councilmember Castellente.
Motion by Councilmember Johnson to approve Resolution 2025-56 authorizing
Mayor Crawford to execute an agreement with the Master Gardeners Foundation
of Chelan and Douglas County as presented in Exhibit A. Councilmember Stimmel
seconded the motion. 4 in favor, and 1 abstention. Motion passed.
e. Mayor Crawford presented Resolution 2025-60 Prosecuting Attorney Services
Agreement.
Motion by Councilmember Stimmel to approve Resolution 2025-60 authorizing
Mayor Crawford to execute an agreement between the City of East Wenatchee and
Kyle Hoffman Law, PLLC to provide general criminal prosecution and related legal
services to the City as presented in Exhibit A. Councilmember Arnold seconded the
motion. Motion passed unanimously.
f. Mayor Crawford presented the 2026 City of East Wenatchee Legislative Priorities.
Comments by Councilmember Johnson.
Motion by Councilmember Johnson to approve the 2026 Legislative Priorities as
presented in Exhibit A. Councilmember Stimmel seconded the motion. Motion
passed unanimously.

9. MAYOR’S REPORT
a. Mayor Crawford invited the Council to the upcoming Wings and Wishes event scheduled for
Thursday, December 4, 2025, from 6:00 to 8:00 p.m. at City Hall.
b. Mayor Crawford invited Councilmembers to attend the staff holiday luncheon scheduled for
December 16 from 11:30 a.m. to 1:00 p.m.
c. Mayor Crawford reported meeting with Representative Engle and expressed appreciation for
his continued engagement in the community.
d. Mayor Crawford reported attending the Hand-in-Hand Immigration Ceremony, recognizing
approximately 150 new citizens this year. Mayor Crawford noted the event was well attended
by friends and family members.
10. COUNCIL REPORTS & ANNOUNCEMENTS
a. No council reports or announcements were provided.
11. ADJOURNMENT
With no further business, the meeting adjourned at 06:33 p.m.
