PRESENT: Maggie Hebert (MH), Beth Rist (BR), Bri Eichstaedt (BE), Health Director, Jackie Sienkiewicz
(JS), Recorder.
Absent: Aimee Petrosky
Also Present: Josh Suchoza (JS).
Meeting held in person and audio recorded.
Motions A motion to open the meeting at 6:01 PM was made by BR and seconded by
MH. All in favor – 2, Opposed – 0. Vote was taken by roll call.
A motion to approve the meeting minutes forMay 4, 2022 was made by BR and
seconded by MH. All in favor – 2, Opposed – 0. Vote was taken by roll call.
Public Speak: None
● Review ‘Public Health Services Survey” results & update on trainings and
education/outreach: BE discussed with the Board the results of the survey that was taken
both online and on paper at specific locations in Easthampton by residents. The results were
posted on the Health Department’s Facebook page. BE said that CPR, vaccine clinics, Narcan
training and nutrition and exercise were the top responses. BE explained various outreach
events involving these topics.
● Presentation by City Councilor Owen Zaret on proposed ordinance: Section 6-23: BE
explained that after a meeting with Owen Zaret and discussing the new ordinance, it was
determined that there was still some revising and a final review by the City attorney before
presenting it to the Board. BE said that it will be added to the July meeting.
● Continue discussion on request to amend Section 15 (Apprenticeship Standards) and
Section 16 (Trainer Standards) for the City of Easthampton Regulations for Body Art
Establishments: BE discussed with the Board various changes in language made to the
regulations, typo corrections and the removal of the pay language for apprentice body art
artists. BE reviewed the options available, Attached, for the body art artist apprentice. JS also
expressed his concerns about the length of training needed and how the apprentice would
be supervised.
A motion was made by BR and seconded by MH to approve Option One, omitting the probationary
permit, two-year training and change to one year, and allowing trainer to add a second apprentice after
first apprentice completes first year of training. All in favor – 2, Opposed – 0. Vote was taken by roll call.
Upon further discussion concerning the apprenticeship requirements, the Board decided that an
amendment to the previous motion was needed.
A motion was made by BR and seconded by MH to amend previous motion. A motion was made to
have the apprentice permit for Body Art be two years in length total and to allow a Body Art Trainer to
have no more than two apprentices at a time and may not get a second apprentice until after the first
apprentice has completed the first year. All in favor – 2, Opposed – 0. Vote was taken by roll call.
● Continue discussion on updating Regulation for Refuse Collection, Mandatory Recycling &
Hauler Permitting & complaints received regarding early morning trash removal.: BE
explained that the new regulations will no longer have the tonnage data since it is not used.
BE suggested adding a variance section to the trash regulation. BE explained that all
regulation updates need to be approved by the City Attorney but hoped to have the approved
regulations for the July meeting.
● Continue discussion on adding a renovation/addition plan review fee to Board of Health fee
schedule for food establishments, body art establishments tanning, pool, etc: BE said that
due to time constraints, this item would be added to a later meeting.
● Update from Health Director: BE updated the Board about the CPR course conducted by the
Public Health Nurse, BE also said that a vaccine clinic had been conducted that day and a clinic
would be held sometime in the future for the six month to four year old age group. BE stated
that camp inspections were progessing.BE discussed the upcoming decision by the Governor
concerning the extension of hybrid/remote meetings,
