Easthampton Board of Health Meeting Minutes July 26, 2022 50 Payson Ave., Easthampton, MA 01027 PRESENT: Maggie Hebert (MH), Aimee Petrosky (AP), Bri Eichstaedt (BE), Health Director, Brian Chapdelaine (BC), Jackie Sienkiewicz (JS), Recorder. Absent: Beth Rist Also, Present: Liz Plouffe (LP), Josh Suchoza (JS), Salem Derby (SD), Owen Zaret (OZ), Emily Thurlow, Ethan Tupelo Meeting held remotely by Google Meet and recorded. Motions A motion to open the meeting at 5:31 PM was made by MH and seconded by AP. All in favor – 2, Opposed – 0. Vote was taken by roll call. Public Speak: None ● Meet Elizabeth Plouffe, MSW, LICSW, Community Social Worker: BE introduced LP to the BOH. LP explained that her goals were to support the community with mental health issues, substance abuse, and public outreach as well as many others. LP told the BOH that in just the few weeks that she had been in the office, she had already had referrals for help for residents from several departments. The BOH suggested that a tracking system be used to indicate the impact of her position. LP responded that one had been implemented the day she started in the position. A motion to go out of order on the BOH meeting agenda was made by AP and seconded by MH. All in favor – 2, Opposed – 0. Vote taken by roll call. ● Update from Health Director: BE discussed the seven permitted camp inspections done this season by BC and Public Health Nurse Bridget Diggins. BE informed the Board of the latest policies, procedures, & guidelines concerning the Monkeypox virus. BE told the Board that she would be on vacation from August 24th thru September 6th. A motion to suspend the BOH meeting in order to open public hearings was made by MH and seconded by AP. All in favor – 2, Opposed – 0. Vote taken by roll call. PUBLIC HEARINGS – STARTING AT 5:50 PM. A motion to open the public hearing to Update “City of Easthampton Regulations for Body Art Establishments” was made by AP and seconded by MH at 5:50 PM. All in favor – 2, Opposed – 0. Vote taken by roll call. No public speak A motion to approve the updates to the “City of Easthampton Regulation for Body Art Establishments” effective July 28, 2022 was made by AP and seconded by MH. All in favor – 2, Opposed – 0. Vote taken by roll call. A motion to close the hearing to update “City of Easthampton Regulations for Body Art Establishments” was made by MH and seconded by AP. All in favor – 2, Opposed – 0. Vote taken by roll call. A motion to open the public hearing to update “Chapter 14: Rules and Regulations for Removal, Transport and Disposal of Solid Waste or Recyclables in the City of Easthampton” at 5:55 PM was made by AP and seconded by MY. All in favor – 2, Opposed – 0. Vote taken by roll call. No public speak A motion to approve the updates to the “Chapter 14: Rules and Regulations for Removal, Transport and Disposal of Solid Waste or Recyclables in the City of Easthampton” effective October 3, 2022, was made by AP and seconded by MH. All in favor – 2, Opposed – 0. Vote taken by roll call. A motion to close the hearing to update “Chapter 14: Rules and Regulations for Removal, Transport and Disposal of Solid Waste or Recyclables in the City of Easthampton” at 5:58 PM was made by AP and seconded by MH. All in favor – 2, Opposed – 0. Vote taken by roll call. A motion to reopen the BOH meeting at 6:00 PM was made by MH and seconded by AP. All in favor – 2, Opposed – 0. Vote taken by roll call. • Presentation by City Councilor Owen Zaret on proposed ordinance: Section 6-23: OZ gave a brief overview of the proposed ordinance concerning deceptive practices of reproductive centers. OZ stated that the ordinance is modeled after other similar ordinances in San Francisco and Connecticut. Enforcement of this ordinance would fall under the Health Department. AP suggested language regarding enforcement should be in line with enforcement language in the regulations under the health department. OZ stated that the ordinance still needed to be approved by the City Council. ● Items not reasonably anticipated by the chair 48 hours in advance of the Board meeting: None A motion to close the meeting at 6:20 PM was made by AP and seconded by MH.
