Virtual Open Meeting Language:
Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting
Law, G.L. chapter. 30A, subsection 18, and the Governor’s March 15, 2020 Order imposing strict
limitation on the number of people that may gather in one place, this meeting of the Easthampton Board
of Public Works will be conducted via remote participation

3. Approval of the October 21, 2020 Meeting Minutes

4. Request for Partial Water/Sewer Bill Abatement for 103 Maple Street
Motion to approve abatement for 103 Maple Street in the amount of $68.64 was
made by: Thomas Malsbury
seconded by: Austin Sanders

5. Williston Northampton School Proposal for Raised Pedestrian Crossing at
Park Street Athletic Center
Present from Williston is Brian Wing and Chuck McCullagh
Chuck said they have made changes to the original plan for the Speed table. It will be a raised
crosswalk. This means that the crosswalk will be on top of the speed table.
The building across from the Athletic Center in the future will be taken down and replaced with a
parking lot. That would make sense to have a raised crosswalk there.
Williston agreed to do and maintenance and repairs to the raised crosswalk table.
The discussion about how much of Park Street they will need to be paved. Williston did say that
where Brewster Ave comes out on to Park Street needs to be repaved. They did not want to do
passed the raised crosswalk to Greenwood court. Chuck said there was a lot that would need to be
done to the road not just paving.
The Board agreed that the combination of crosswalk and raised table made sense since that is what is
be proposed for Union Street.
The Board put off voting on anything until Williston comes back with a definite plan for the raised
cross walk and paving.
Board member David Fagnand would like to see in person. The Board agreed they would like to all see
the area where Williston is planning on putting the raised crosswalk.
When Williston has a final plan, the Board will meet and vote on the final proposal.
6. Director’s Report
. Staff is staggered again do to COVID
. Highway is doing some patching of potholes around the city
. Ferry street is very close to opening back up. They are waiting for the weather to cooperate so they
can finish making the crosswalks and line painting.
. An outfall pipe failed on MT Rd. They will have to shut down the mountain during the day because
they will need to remove some guard rails to get to the pipe. This will need to be done before winter.
