Board of Public Works Minutes October 21, 2020 - 5:00 PM Remote meeting Board Members Present: Thomas Malsbury, David Fagnand, Austin Sanders Director of Public Works Present: Greg Nuttleman Board Clerk Present: Michelle Oliveira Public Present: ________________________________________________ Virtual Open Meeting Language: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. chapter. 30A, subsection 18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Easthampton Board of Public Works will be conducted via remote participation ______________________________________________________________ Roll Call Attendance Chair Thomas Malsbury: Present Member Austin Sanders: Present Member David Fagnand: Present The Meeting was called to order at __5:03__ p.m. by: Thomas Malsbury Seconded by: Austin Sanders Thomas Malsbury vote: yes Austin Sanders vote: yes David Fagnand vote: yes in flavor __ all _Motion carries 1. Public Speak: NONE 2. Mayor Speak: Mayor not present 3. Approval of the September 16th, 2020 Meeting Minutes Motion to approve September 16th minutes was made by: Thomas Malsbury Seconded by: David Fagnand Thomas Malsbury vote: YES Austin Sanders vote: YES David Fagnand vote: YES. in flavor __ALL_Motion carries 4. Williston Northampton School Proposal for Raised Pedestrian Crossing at Park Street Athletic Center David Fagnand asked if the Planning board needed to approve this raised crossing. Greg replied that this is a BPW decision. Discussion about what the responsibility Williston School would have on Park street and the maintenance of the raised crosswalk. Greg will put together what the DPW will want Williston to be responsible for in order, for it to move forward. They will table the discussion until Greg brings the board a list at the next board meeting on November 4th. Thomas Malsbury made a motion for Greg to prepare a letter to Williston with what the BPW and the DPW will want to be their responsibilities for maintaining and repairing the raised crossing. Mountain Rd will be closed Thursday and Friday for some maintenance that needs to happen on that stretch of road. . Parson and Ferry street intersection needs some redesigning to make it a better intersection. That should take about a year before that is under way. . Industrial Dr need some repairs the road is sinking . The windstorm, a few weeks ago took out the power to pump stations. Everything is back to normal now. . Parts of South St are going to get paved this fall with Chapter 90 money. . DEP came and did inspections at the Water Dept found a few minor things to be fixed but the City will not get a complete report until after January 2021. . Hydrants are now being flushed since the water restriction has been lifted. . Sewer has been working with the engineers on checking out the catch basins . Ferry Street should reopen November 1st. They are waiting for Verizon to put their lines underground before they can remove the poles. Line painting should be happening soon.
