Board of Public Works Minutes December 16, 2020 - 5:00 PM Remote meeting Board Members Present: Thomas Malsbury, David Fagnand, Austin Sanders Director of Public Works Present: Greg Nuttleman Board Clerk Present: Michelle Oliveira Public Present: ________________________________________________ Virtual Open Meeting Language: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. chapter. 30A, subsection 18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Easthampton Board of Public Works will be conducted via remote participation ______________________________________________________________ Roll Call Attendance Chair Thomas Malsbury: Present Member Austin Sanders: Present Member David Fagnand: Present Meeting was called to order at __5:00__ p.m. by: Thomas Malsbury Seconded by: David Fagnand Thomas Malsbury vote: yes Austin Sanders vote: yes David Fagnand vote: yes in flavor __ all _ Motion carries 1. Public Speak: NONE 2. Mayor Speak: Not present for meeting 3. Approval of the December 2, 2020 Meeting Minutes Motion to approve December 2nd minutes was made by: Thomas Malsbury Seconded by: David Fagnand Thomas Malsbury vote: yes Austin Sanders vote: abstained David Fagnand vote: yes in flavor __ 2 _ Motion carries 4. Williston Northampton School Revised Proposal for Raised Speed Table and Pedestrian Crossing at Park Street Athletic Center Present from Williston: Chuck McCullagh, Mark Reed, and Brian Wing. The old crosswalk will be removed, and the new raised crosswalk will replace it right in front of the entrance to the center. The new raised crosswalk will have two new catch basins installed on the southern side for drainage. Williston will pave from Brewster Ave to raised crosswalk and then 83 feet passed the raised crosswalk south. This will help with water flow to the catch basins. The new crosswalk will be 10 feet wide. The design they presented tonight is the final design pending the Board’s approval. Board agrees this revised plan has addressed the concerns and issues discussed in the previous presentation. Greg approves of the design, and is happy with the amount of paving they will be doing. Motion to approve of the design of the revised Raised Speed Table and Pedestrian Crossing at Park Street Athletic Center as presented was made by: Thomas Malsbury Seconded by: Austin Sanders Thomas Malsbury vote: yes Austin Sanders vote: yes David Fagnand vote: yes in flavor __ all _ Motion carries 5. Director’s Report DPW crews are ready to come in the storm. Parking band 7pm Wednesday night 12/16/2020. To Friday at noon time. Planning that at 9pm the mountain will be closed. Paved Union street where the water leak was. Water main brake a Wilton Road that is fixed, 2-inch galvanized pipe. Would like to pave Wilton and have new lines run when they do main street paving. Mayor asked all departments to cut budget by 2.5% for FY22. This is going to have a big impact on the DPW. The Cap Plan is being looked at for FY22 No applicates in DPW for any of the jobs posted.
