Approval of the March 17, 2021 Meeting Minutes Motion to approve March 17, 2021 minutes was made by: Thomas Malsbury. Update on Stormwater regulation changes, Tracy from Tighe & Bond will be updating the Board. • Tracy Adamski from Tighe & Bond and Dan Murphy the city’s Engineer, came to update the Board on the changes coming from EPA and Mass DEP. • Tracy had a presentation for the board, a copy will be posted on the city’s web page and a copy will be with the minutes if anyone would to look at it further. • Went over how MS-4 and TMDL works and what they expect from the city. • EPA made changes that were finalized in January. As of right now Easthampton meets the MS-4 requirements. • MASS DEP will finalize their requirement the end of June. As of right now the city meet the requirements. • There might be ordinance changes that need to be looked at. If there are changes it will go to the BPW first to vote on and then passed onto City Council to approve. 5. Continued Discussion of FY22 DPW Budget and Rate Review • The board will review in June to see if there is a surplus of usage and decide what the next step is. • Should have new information next month to see if this the new normal of usage or if it will go back to previous usage. • Board will look at a Stormwater account. • Board will look at other options on tracking water and sewer usage. • The Board will have a workshop to go over any new tracking to make sure they all know how it works. 6. Director’s Report • A Tree Warden has been hired. • DPW is back to full staff. • Highway put 16 tons of black top on Union Street, and they are filling potholes across the city. They are also doing street sweeping. • Greg has been working with the Mayor and Cultural council on an entertainment venue in the parking lot here at 50 Payson Ave. • Fish and Wildlife will meet at Northampton to get the Fish Ladder up and running. • Crosswalks will be painted the end of May into June, after the potholes and street sweeping are completed. Adamski, Tighe & Bond 1 PURPOSE OF THIS MEETING • Provide an update on Easthampton’s ongoing stormwater management program – Activities completed in Year 2 – Activities ongoing in Year 3 – Activities planned for Year 4 • Solicit feedback on stormwater program 2  4/7/2021 WHAT IS STORMWATER? Rainwater that falls on paved streets, lawns, parking lots, and sidewalks becomes polluted stormwater. The more impervious surface, the more stormwater runoff and impact to receiving waterbodies. 40% of known pollution to the nation’s waters is Runoff Discharges caused by stormwater to Nearby Waters runoff Typical pollutants in stormwater are trash, oil, fertilizers, sediment, sand, and bacteria. Impervious Cover Model Source: Center for Watershed Protection 3 EPA’S SMALL MS4 STORMWATER PROGRAM • MS4 = Municipal Separate Storm Sewer System • Jointly administered by EPA and MassDEP • Easthampton’s MS4 area includes all drainage within the “urbanized area” 4  4/7/2021 EPA’S SMALL MS4 STORMWATER PROGRAM • Minimum Control Measures (MCMs): 1. Public Education and Outreach 2. Public Involvement and Participation 3. Illicit Discharge Detection and Elimination (IDDE) Program 4. Construction Site Stormwater Runoff Control 5. Stormwater Management in New Development and Redevelopment 6.
