Virtual Open Meeting Language:
Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting
Law, G.L. chapter. 30A, subsection 18, and the Governor’s March 15, 2020 Order imposing strict
limitation on the number of people that may gather in one place, this meeting of the Easthampton Board
of Public Works will be conducted via remote participation

Meeting was called to order at _5:00___ p.m. by: Thomas Malsbury.
Seconded by: Austin Sanders

Austin Sanders vote: yes
David Fagnand vote: yes, in favor __ all _ Motion carries.
1. Public Speak: A resident had contacted Thomas, making sure the board knows about American Rescue
Plan.
2. Mayor Speak: Not present for meeting.
3. Approval of the March 3, 2021 Meeting Minutes
Motion to approve March 3, 2021 minutes was made by: Thomas Malsbury.
Seconded by: Austin Sanders

Austin Sanders vote: yes
David Fagnand vote: yes, in favor _all_ _ Motion carries.
4. Continued Discussion of FY22 DPW Budget and Rate Review
• Thomas presented Sewer and Water revenues
• A major take way from this information was that there was abnormal water usage increase
in May 2020-June 2020. June 2020 had the rate increase.
• Board is considering hold the rate increase in June 2021.
• Board would like to look at previous year’s usage in the fall and then revisit again in the
spring to determine if and increase would be needed in the next fiscal year.
• Greg would like to see where the school’s usage is at and compare to household usage for
this year.
• Revisit Storm Water fund and discuss all enterprise funds at one time.
5. Director’s Report
• made repairs to water run off on South Street they will have revisit after black top plants
reopen to make a more permanent fix.
• Concrete was poured for the drains in the Safety Complex.
• Paving for Main Street, from Glendale to South Street is coming together with VHB and
engineers.
• Cherry Street project will go before City Council. Jeff Baggs and Greg will attend that meeting.
That will replace Sewer and Water lines
