Board of Public Works Minutes March 3, 2021 - 5:00 PM Remote meeting Board Members Present: Thomas Malsbury, David Fagnand, Austin Sanders Director of Public Works Present: Greg Nuttelman Board Clerk Present: Michelle Oliveira Public Present: ________________________________________________ Virtual Open Meeting Language: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. chapter. 30A, subsection 18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Easthampton Board of Public Works will be conducted via remote participation ______________________________________________________________ Roll Call Attendance Chair Thomas Malsbury: Present Member Austin Sanders: Present Member David Fagnand: Present Meeting was called to order at _5:02___ p.m. by: Thomas Malsbury. Mayor Speak: Not present for meeting. 3. Approval of the February 17, 2021 Meeting Minutes Motion to approve February 17, 2021 minutes was made by: Thomas Malsbury. Discussion with Planning Dept on Clark Street Crosswalk Updates • Jeff Bagg (Easthampton Planning Dept) wanted to bring BPW & DPW into the discussion on Clark Street. The Planning Dept like to install two sets of Rapid Flashing Crosswalk light on Clark St with excess funding from Maple Street CDBG Project. The money needs to be used by the end of June. • Traffic has been an ongoing problem in that area and the Board has been looking into Traffic calming solutions. The Board would like the recommendations of the BPW December 2019 letter requesting edge striping be painted in coordination with this project. • Jeff said that speed humps are not an option at this time due to the time and budget constraints of the CDBG funding. • Jeff said a public hearing will be needed and maybe a date of March 24, 2021. He also mentioned that Planning Department has a little money that could help make up the difference if it goes over a little of the excess CDBG funds. 5. DPW Union Contract • An Agreement was reached with Union. • One of the biggest changes, there will be an “On-call” person for Water & Sewer departments. • Wages are much more competitive with other cities. 6. Continued Discussion of FY22 DPW Budget and Rate Review To be continued on next agenda. 7. Director’s Report • Windstorm was not as bad as they thought would be. A few trees came down. • A resident called to say what a nice job highway personnel Phil Laflamme and Alex Halford did. They went above and beyond with the cleanup. • Highway has been out patching potholes around the city. • Planning to have full crews back around April 5th.
